DAI is seeking a Capacity Development Director for an anticipated five- year USAID funded Global Health Risk and Capacity (GHRC) Mechanism. The mechanism’s scope is to build organizational capacity and mitigate risks associated with transitioning future PEPFAR funding to local partner organizations.
This mechanism will also support new partner initiatives and localization efforts across USAID Global Health programs, including in the areas of malaria prevention, family planning, maternal and child health, reducing tuberculosis and other infectious diseases among others.
The GHRC mechanism will have four key task areas:
(1) Partner risk and health assessments;
(2) Risk mitigation and capacity development for health program performance;
(3) Monitoring, evaluation, learning, and data quality assurance; and
(4) Staff support for managing local awards (including training USAID mission staff).
GHRC will be headquartered in Washington, D.C. with activities spanning USAID-presence countries where Global Health is a priority. It will operate as a buy-in mechanism whereby USAID Missions and Bureaus are able to request services from the contractor in a variety of areas through task orders. The contractor will manage and oversee the work of partners, consultants, subcontractors, and grantees that will provide USAID with rapidly available services to achieve PEPFAR and broader Global Health partner and program localization goals.
Overview of the Position:
The Capacity Development Director will provide technical direction, as well as hands on leadership and management oversight to all capacity development activities under the upcoming USAID-funded Global Health Risk and Capacity (GHRC) Mechanism. This mechanism aims to expand the role of local organizations and partner governments to deliver health programming. The position will be a Key Personnel position and be part of the project’s senior leadership group. He/she will work with involved partners, service providers and consultants to measure and provide capacity development activities in accordance with USAID regulation and to achieve GHRC program goals.
Roles and Responsibilities:
· Lead the global capacity development team in developing or adapting tools and approaches to assess organizations’ institutional capacity, develop risk mitigation plans and design, implement, and evaluate capacity development plans.
· Lead the development and management of the project’s relationships with key stakeholders, including government agencies, civil society organizations and private sector to share learning, capacity development cases, and innovations.
· Coordinate closely and regularly with the Chief of Party and stakeholders to ensure that capacity development interventions are in line with program goals and budget.
· Work with and through local and global implementing partners, providing technical leadership and guidance for their successful and compliant delivery of project activities.
· Monitor and track the outcomes and results of the capacity building interventions and use all relevant data/information to continually improve the project’s performance.
· Conceive and provide technical direction to the capture and publication of key lessons, best practices and other stories for high quality publication of the project’s progress and learnings.
· Troubleshoot through identifying potential issues, thinking critically to determine the best course of action and implementation adequate solutions.
· Supervise a team of staff and network of consultants and partners to ensure excellence in their performance, client engagement, quality and timeliness of deliverables
Additional responsibilities may be assigned as business needs evolve.
Minimum Qualifications:
· Master’s or advanced degree supported with a minimum of 7 years’ experience in organizational development, local capacity development, business management, organizational behavior, public health, international development, or another area directly related to the GHRC focus.
· Extensive background designing and leading capacity development activities for USAID, with some knowledge of PEPFAR programming preferred.
· High level client engagement skills and experience working with USAID in both headquarters and country mission contexts.
· Experience interacting with both local and international Organizations on capacity development.
· Strong knowledge of best practices and methodologies to strengthen institutional capacity.
· Excellent oral/written communication skills in English. Demonstrated interpersonal and skills and experience working in collaboration with multiple stakeholders
· Ability to work with teams in providing training and technical assistance in different countries, time zones and languages in a fast-paced environment with multiple, simultaneous tasks
· Advanced computer skills, including proficiency in MS Office Suite.
· Familiarity with and commitment to principles articulated in USAID’s local capacity development strategy
Preferred Qualifications:
- Experience working with PEPFAR funded local and international groups.
- Knowledge and understanding of the legacy of PEPFAR, PMI or other USAID global health programs in African and South East Asian countries**
- Demonstrated examples of commitment and meaningful work related to local capacity development**
