Overview of the programme:
This project aims to provide assistance in the development of coherent EU Public Diplomacy in its external relations, this project and the public diplomacy activities foreseen within it will support and strengthen the European Union's ability and capacity to meaningfully and substantially engage with different partners and stakeholders, both in Washington, DC and across the United States. This project aims to engage with various key stakeholders in order to build trust, increase mutual understanding on policies of common interest, and facilitate policy convergence and cooperation between the European Union and the United States.
This project outcome will be achieved through the development of partnerships with organisations and institutions across the United States (e.g. think tanks, universities, business organisations, media outlets, foundations, and other institutions). These partnerships will be at the core of geographically and thematically diverse policy and outreach activities and programming that will cover the EU-US political, economic, security, and cultural relationship and the broad policy agenda that encompasses transatlantic relations.
With policy guidance from the EU Delegation to the United States, the wide range of activities and services supported by this contract will target and mobilise leading government officials, policymakers, think tank representatives, opinion leaders, civil society/NGO representatives, business people, youth and minority leaders, and the media.
Team Leader Profile:
The Team Leader shall be responsible for the overall implementation of the project and ensure effective coordination between all project components. He/She shall be able to demonstrate the ability to manage any non-key experts recruited to deliver the project's technical tasks.
The Team Leader will also guarantee the efficiency and effectiveness of the overall project management and implementation, including that projects outputs and reports are appropriate, consistent, timely, and of good quality.
Therefore, the Team Leader shall have to demonstrate the following throughout his/her proven qualifications, skills and professional experience: excellent interpersonal skills; a team-oriented and service-oriented working style; self-motivation and an ability to work independently; excellent attention to detail and accuracy; the ability to operate calmly and effectively in a high-stress situation and environment; the ability to engage successfully with high-level stakeholders across government and other organisations/institutions; strong knowledge of American and European politics, political systems, and transatlantic relations writ large.
Qualifications and skills:
- An advanced university degree (Master’s or higher) or equivalent;
- Superior written and oral communication skills in English;
- Diplomatic skills and the capacity to deal with politically sensitive issues.
General professional experience:
- Minimum 10 years of post-graduate professional experience in a sector relevant to the scope of the assignment, of which a minimum 3 years must be leading a team and managing projects of similar size, complexity, and duration;
- Experience working in and across the United States is an asset;
Specific professional experience:
- Minimum 5 years of specific professional experience (included in the 10 years of general professional experience) in the fields of public diplomacy, external relations, cultural relations, or government affairs;
- Participation in at least one project in the field of transatlantic affairs, European affairs or international affairs;
- Participation in at least one project implying knowledge and understanding of Project Cycle Management and Logical Framework (or 'logframe') approach;
- Strong working knowledge of EU affairs and EU is an asset;
- A strong network among think tanks, academia, NGOs, businesses, government, media, and other relevant organisations across the United States and Europe is an asset;
- Participation in at least one similar project, preferably EU-funded public diplomacy or technical assistance projects of similar nature in scope, size, and/or contractual value would be an advantage.
