Objective of the programme:

The overall objective of the global programme International Urban Cooperation: Sustainable and Innovative Cities and Regions of which this contract focusing on EU- North America relations will be a part of is as follows:

To contribute to improved international urban policy diplomacy and increased decentralised cooperation on sustainable urban development and climate change through a focus on sustainable energy.

The programme supports the external dimension of Europe’s growth strategy “Europe 2020” and the EU climate change policy. It is embedded in the EU’s political dialogue with partner countries and will support the EU contribution to international frameworks such as the UNFCCC4, SE4ALL5 and the HABITAT III6 implementation. The programme includes an important element of EU economic growth through promotion of business opportunities.

Specific Objective 1: To strengthen EU-North America city-to-city cooperation on sustainable urban development (component 1); and

Specific Objective 2: To strengthen EU-North America cooperation on local and regional 7 climate change action, building upon the Covenant of Mayors initiative (component 2).

In response to EU policy interest and opportunity, the project is to be implemented in a differentiated manner and with different intensity in the various partner countries in the North America region.

Programme location:Mexico City (Mexico) with travel to the United States and Canada as required

Programme Length:3 years

Duration of the Programme:3 years

Objectives of the role:

The Project Coordinator is responsible for the overall management of the project and the achievement of results. S/he will be responsible for coordinating individual expert inputs and for reporting, including financial reporting.

In addition to the overall responsibility for the programme of work, the Project Coordinator should lead on tasks 2 (promotion of the project) and 5 (liaison with regional and national authorities). S/he is also responsible for ensuring timely and high quality content to the North America part of the global programme’s online platform and database which are key tools for the project. S/he will be the primary contact for the EU and the overall global programme on International Urban Cooperation.

Qualifications and Skills:

  • University degree at master’s level (or equivalent) in one of the following fields: social sciences, economics, communication, geography, urban planning/development, architecture, engineering or a relevant, directly related discipline. Alternatively, secondary education diploma and 8 years of full-time proven relevant experience additional to the requested specific professional experience.

General Professional Experience:

  • Minimum 5 years full-time, proven post-graduate experience leading teams in the public or private sector or in public-funded projects of similar size and duration.

Specific Professional Experience:

  • Minimum 5 years full-time, proven post-graduate professional experience working on EU-North America (i.e. Canada, Mexico and/or USA) cooperation;
  • Minimum 2 years full-time, proven post-graduate professional experience through projects and/or programmes in building up and maintaining cooperation between sub-national entities; and
  • Minimum 2 years full-time proven post-graduate experience working as an expert in the fields of: sustainable urban development, climate action and/or sustainable energy.
  • A high proficiency of English and Spanish.

Desirable Experience:

Qualifications and skills

  • Communication, facilitation and negotiation skills.

Specific professional experience

  • Experience in EU external aid procedures; and experience in EU policy and action in fields covered by the project.
