Objective of Programme:
DAI is implementing the DFID-funded Promoting Inclusive Markets in Somalia Programme (PIMS). The programme addresses constraints to private sector development across the Regions of Somalia. Target value chains include livestock production, dairy, cash crops and fisheries. A second component of the programme complementing this is cash for work (CFW). The CFW component will contribute to providing/upgrading market infrastructure for the PIMS target market development sectors while maximizing job creation and cash injections into weak local economies. The programme is employing the Making Markets Work Better for the Poor (M4P) approach to market development.
Scope of Work:
The Senior Market Development Specialist will work with the Director of Programmes with development and management of the implementation of the market development interventions and CFW sub-projects portfolios, and measuring and reporting results.
Duties and Responsibilities:
- Ensure that PIMS market development interventions are implemented in line with the logframe, and within the required timelines and budgets. Identify deviations in good time and in consultation with senior management, quickly initiate corrective action.
- Lead role in the identification and design of market development interventions in the target value chains, and have oversight over these interventions;
- Lead on engagement and as appropriate, contracting with the relevant market actors and stakeholders that PIMS will be working through to deliver market development support; ensure due diligence in selecting these actors;
- Work with various stakeholders in the market systems to facilitate interventions for efficient value chain coordination, reduced transaction costs, and to enhance both local and export trade, as relevant;
- Lead on establishing dialogue and partnerships among local business services providers, producer and trade associations and other relevant market actors to facilitate access to a broad range of support services by producers and entrepreneurs;
- Facilitate networking and public-private dialogue to facilitate buy-in for interventions by both public and private sector actors;
- Support investment promotion in target value chains as may be required;
- Identify and coordinate the provision of technical assistance and training for entrepreneurs;
- Provide briefing on the markets development activities and the use of M4P principles to the senior PIMS management on a regular basis and to DFID as requested;
- Support and review the work of the different markets development and sector specialists to ensure high quality products;
- Support in the selection of new value chains and markets, as necessary.
- Participate in the development of the PIMS work plans and specifically for the market development sub-projects;
- Work with the M&E and communications team to report on implementation progress, prepare regular impact stories and case studies
- Contribute to the preparation of the programmes reports, such as quarterly and annual reports.
- Carry out other tasks, as required, to ensure the overall success of the programme;
Key Skills & Qualifications:
- Minimum of 10 years’ working at the cutting edge of enterprise development, business development and/or market development; previous Somalia experiences relevant to the PIMS market development and CFW portfolio an advantage
- Familiarity with DCED standard
- Strong working knowledge of the private sector
- Strong local network of private sector and business leaders and development experts an advantage
- Experience working with MSMEs at a local level
- Understanding of the M4P approach to market systems development would also be a strong advantage
- Project management skills and ability to manage consultants and subcontractors
- Ability to identify challenges and match expertise to problems for solutions
- Proven experience developing and managing networks of local organisations from the public, private and third sectors;
- Excellent communication skills, including strong presentation and facilitation skills
- Fluency in English (both written and oral) is essential; Somali an advantage
- Experience working in Somaliland, Puntland and/or South Central Somalia would be highly desirable
- Ability to make strategic contributions to the overall programme work plan at senior management level
- Excellent drafting and report writing skills including impact monitoring and reporting
- Good computer applications skills
- Good organizational skills
- Ability to work under pressure to tight deadlines on own initiative as well as a member of a team
- Ability to deal with people with tact and diplomacy
Education:
Advanced Degree in Business Administration, Economics or Finance or other related field or primary degree and professional qualification preferred
