The USAID Good Governance Activity (GGA) will support the Government of Liberia (GOL) in building a well-functioning governance system with effective DRM and fiscal decentralization, budget transparency, and local governance frameworks. An Integrated Governance Systems Approach will serve to facilitate synergies across the Activity’s three objectives:
- Domestic Resource Mobilization improved; the Activity will prepare the GOL to analyze potential tax policy reports, implement the transition from GST to VAT and other tax administration improvement and enable greater fiscal decentralization
- Budget Transparency Improved; the Activity will increase the GOL’s systems for budget and financial reporting and sharing to work towards greater measures for fiscal transparency
- Local Development and Service Delivery Improved; the Activity will help the GOL continue building local systems and local governments’ core competencies to improve the functionality of Country Service Centers and the counties as a whole.
1. Objectives of the assignment
The HR Manager will oversee human resources and help manage Monrovia office facilities for the GGA project. This includes recruiting and retaining staff during the life of the project. Directly supervise the Drivers.
2. Tasks & Responsibilities
The following comprise main responsibilities of the Human Resources Manager:
- Oversee all human resources operations on the project, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with USAID rules and regulations, DAI policies, and local labor laws. This includes hiring Country Investment Advisors in the country offices and supporting STTAs.
- Facilitate recruitment and hiring process by advertising vacancies, shortlisting resumes, scheduling and observing interviews, collecting required documents, checking references, and verifying salary history.
- Coordinate and supervise the preparation of employment agreements for staff.
- Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.
- Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Director or Finance and Operations or other senior staff members as needed.
- Develop and maintain the Human Resources Management section of the GGA Field Operations Manual, ensuring updates as needed.
- Maintain personnel files in hard copy and TAMIS for all long-term and short-term project staff.
- Work with Chief of Party, Director of Finance and Operations to fill surge capacity technical needs, including identifying and hiring long‐term and short‐term technical experts in a timely fashion.
- Directly supervise the Drivers.
3. Qualifications
- Bachelor’s degree required; advanced degree in business or related field preferred.
- Experience in human resources, recruitment, office administration, and other relevant areas, preferably with an international donor-funded organization. Seven (7) years of relevant technical experience is required.
- Knowledge of local laws and USAID rules and regulations related to personnel management and compliance is highly desired but not required.
- Previous supervisory experience for HR teams.
- Excellent writing, speaking, and reading skills in English.
- Ability to maintain discretion and maintain confidentiality in sensitive situations.
