Guatemala: Deputy Chief of Party, USAID/Guatemala Urban Municipal Governance

DAI is seeking a DCOP for an anticipated USAID -funded Guatemala Urban Municipal Governance program. This program will focus on improving governance and service delivery in municipalities most at-risk of violent crime to improve overall citizen trust in local governance institutions and the services they provide. The DCOP will provide overall technical, administrative, and financial management leadership; prepare, review and monitor contract reporting and deliverables; oversee the recruitment and engagement of local project staff and manage personnel on the project; liaise with the DAI home office, donor personnel, and project partners; and provide technical implementation expertise**.**

Position Summary:

The DCOP must have strong management and leadership skills, and actively engage in all aspects of program management. S/he will serve as the main point of contact between USAID and DAI and will have close, daily collaboration with the client and project in-country staff. Will be expected to serve as acting COP in his/her absence.

Responsibilities:

· Serve as the technical lead for the design and management of municipal governance delivery service programs.

· Responsible for making key decisions and solving problems while ensuring operational and program integrity.

· Responsible for management, oversight, and reporting of performance in meeting the activity undertakings in this program.

· Provide direct management and oversight in the design, development and implementation of institution-building and capacity-building trainings and technical assistance.

· Engage local government leaders during training workshops and activities by facilitating their priorities and ideas for enhancing the quality of local governance and the participation of citizens.

Qualifications:

· Advanced degree in public management, international relations, political science, or other related field

· Minimum 8 years of applicable local governance experience with technical.

· Expertise and experience in program development, design and management of democracy and governance programs.

· Knowledge of best practices and lessons learned in municipal governance especially in the areas of budgeting and municipal service delivery processes, crime prevention through citizen-driven improvements in living conditions and municipal services, and at-risk communities.

· Experience working in Central America and Guatemala with sub-national and national governments and civil society organizations.

· Experience hiring, training, and supervising local personnel.

· Demonstrated written and oral communications skills.

· Fluency in Spanish and English.
