PROJECT OVERVIEW

The Critical Infrastructure Digitalization and Resilience (CIDR) is a five-year USAID-funded program supports the Governments of Europe and Eurasia countries (including the Western Balkans, Black Sea region, and Caucasus region) in assisting critical infrastructure entities to incorporate cybersecurity best practices into organizational operations, planning, and procurement; prioritize cybersecurity investment needs; select appropriate mandatory or voluntary standards and corresponding security controls; and establish the basis for region-wide cybersecurity information sharing. Through a regional approach targeting improved policies and legislation, information sharing, workforce development, and capacity-building, the program targets sectors such as energy (electric, natural gas, oil, district heating), water (transmission, distribution), transport, healthcare, finance, and telecommunications.

Critical Infrastructure Digitalization and Resilience (CIDR) Program in North Macedonia Building off USAID’s previous critical infrastructure cybersecurity investments, the CIDR North Macedonia Program was established in 2021 in order to support the Government of North Macedonia and critical infrastructure entities to strengthen their cybersecurity resilience. The program is aimed to accelerate the cybersecurity workforce development, to empower organizations to identify and address cybersecurity threats, to strengthen cybersecurity governance and to facilitate the sharing of threat information. CIDR North Macedonia is providing technical, legal and regulatory support to the Government of North Macedonia, by working with Critical Infrastructure regulators and operators from the public and private sector, as well as academic institutions in order to strengthen the national cyber security capacities and to promote cyber security workforce development.

Since the establishment of the Program, CIDR further extended support to the Government of North Macedonia in several aspects, such as the process of digital transformation, establishing a Cyber Pathways for Women Program, and direct support for government institutions to prevent cyber attacks.

POSITION OVERVIEW

CIDR/NM seeks a Technical Program Manager to facilitate the implementation of CIDR/NM and support the Country Director to establish and implement other related activities in North Macedonia. The Technical Program Manager will focus primarily on the CIDR activities in North Macedonia working closely with stakeholders in North Macedonia, and regionally as requested.

He/she will be responsible for the ongoing implementation of the CIDR activities in North Macedonia, as well as to help the Country Director in bringing in new opportunities and establishing new related activities.

The position requires a strong background in cybersecurity capacity building, public administration, and execution of donor-funded activities. Knowledge and experience in cybersecurity and broader issues related to ICT are mandatory for applicants for this position. This position also requires excellent communication and coordination skills, experience in working with stakeholders of all levels of seniority and professional backgrounds, and an ability to ensure coherence and consistency of work in a challenging environment. The Technical Program Manager will work closely with other members of the team throughout the region and the United States.

ROLES & RESPONSIBILITIES

  • Provide technical program leadership to CIDR/NM program activities.
  • Establish and maintain relationships with stakeholders across the country, including government, private sector, academia, civil society, international donors, and other cybersecurity-focused organizations.
  • Design and implement technical program activities, in line with the North Macedonia CIDR objectives.
  • Manage and advise staff and consultants, where applicable.
  • Facilitate meetings and events with key national cybersecurity and critical infrastructure stakeholders.
  • Facilitate and lead technical activities such as stakeholder mapping, legislation drafting, technical support to cybersecurity emergency response teams, and coordination of key cybersecurity stakeholders. Facilitate and maintain technical visits of contracted companies related to certain Interventions of the WP
  • Provide technical advice and support for the establishment of new activities in North Macedonia, in line with the CIDR objectives (on-demand basis).
  • Develop program reports, workplans, monitoring and evaluation plans, and communications materials.
  • Proactively engage with local stakeholders and partners in order to capitalize on new opportunities for related activities in North Macedonia and the region.
  • Support new staff onboarding and orientation.
  • Keep abreast of cybersecurity trends in country and region, including existing and emerging cybersecurity projects, campaigns, or tools being used to combat threats.
  • Support the North Macedonia CIDR Country Director in all other tasks asked on his / her behalf.
  • Any other tasks assigned by supervisor.

TRAVEL REQUIREMENTS

Travel to Eastern European countries will be required, when needed.

WORK ARRANGEMENTS

In accepting this role, you understand more in-country presence (not less than 60%) would be required in the North Macedonia office to support the Country Director, liaise with USAID and engage with multiple stakeholders. Any changes to this arrangement should be coordinated with the Country Director.

QUALIFICATIONS

Required

  • Bachelor’s degree in information technology, engineering, cybersecurity, social sciences, or related field with 8+ years of prior work experience.
  • Familiarity with key cybersecurity and critical information infrastructure protection notions and policies.
  • Experience working effectively with counterparts at various levels of government, non-governmental organizations, the private sector, and other key stakeholders.
  • Excellent communications skills (written and spoken) in English and Macedonian, including public speaking. Ability to present and write concisely and accurately, even when describing complex issues.
  • Ability to respond effectively to time sensitive demands & inquiries
  • Excellent organizational skills with a willingness to take initiative and be proactive
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • Ability to work with people of various cultural, ethnic, and educational backgrounds.

Preferred

  • Cybersecurity related certifications or training.
  • Three years or more of experience in implementing donor-funded programs in North Macedonia.
  • Networks and relationships with governmental and/or private sector entities in North Macedonia.
  • Experience operating programs in a dynamic working environment with multiple partners and teams.
  • Experience working on USAID projects is an asset

SUPERVISORY REQUIREMENTS

  • The Technical Program Manager reports to the Country Program director.
  • The Technical Program Manager will be responsible for direct oversight of local technical consultants and will potentially oversee other local staff.
