Project Background
The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19 and other fiscal shocks. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.
Position Description
The Revenue Performance Reform DCOP will demonstrate the ability to implement fiscal reforms activities, with emphasis on revenue mobilization. She will lead the Object 1 team focused on improving the revenue raising system, including activities to support the Income and Sales Tax Department (ISTD), the Jordan Customs Department (JCD) and the Department of Lands and Survey (DLS) and to implement reforms in accordance with the PFMA contract and annual workplans. In addition, she will collaborate with the PFM DCOP on related work under Objective 3, Public Procurement Framework Improved and the team supporting this Objective. She will serve as a key interlocutor with key GOJ counterparts and USAID.
Key Duties and Responsibilities
- Oversee fiscal reform activities with an emphasis on optimization.
- Manage the introduction and roll- out of information technology (IT) solutions to optimize revenue management reform and mobilization.
- Manage the Objective 1 team and ensure all Objective 1 activities and deliverables are completed on time and are of high quality.
- Collaborate with the PFM DCOP on related activities for the Objective 3 team and ensure all Objective 3 related activities and deliverables are completed on time and are of high quality.
- Collaborate with Objective 2 team and other technical functions inside of PFMA to ensure coordination of efforts across objectives.
- Ensure the Objective 1 team is coordinating with other PFMA functional teams (Operations, Communications, M&E, etc.) to implement activities in a fully compliant manner.
- Serve as a key manager (key personnel) inside of the project and provide input into the overall technical direction of PFMA.
- Maintain a strong working relationship with counterparts to facilitate effective implementation and coordination between the ISTD, JCD, DLS and PFMA.
- Work with the PFMA communications team to ensure all successes under Objective 1 and 3 are captured and shared via success stories, newsletters, and in the routine PFMA reporting deliverables.
- Serve as A/COP when needed.
Qualifications
- Bachelor’s degree; master’s degree preferred in economics, business, or a related field.
- 12+ years of experience
- Relevant experience in international development with a focus on revenue management
- A high level of technical skills and an ability to take a fresh look at complex problems extremely important
- A proven ability to implement fiscal reforms in a difficult country environment is required
- English and Arabic fluency
