Public Finance Management and Monitoring and Evaluation Expert,Technical Assistance to enhance the Government of Rwanda's capacities in the agriculture sector for the sustainable use of land and water resources, value creation and nutrition security

Outline of the Programme:

The general objective of this contract is “To support the government in implementing the agriculture sector strategy, and in particular its contribution to the national development targets by enhancing food and nutrition security, the sustainable and efficient use of land and water resources, the development of agricultural high-value chains and the strengthening of Public Financial Management (PFM) capacities in the agriculture sector.”

Project Location: Rwanda

Qualifications and Skills:

  • Education of at least 3 years but preferably up to Master’s degree (university or equivalent institute) in economics, public administration, public finance management, accounting or an equivalent field.
  • Proven mentoring and advisory skills and an ability to ensure transfer of knowledge and skills in a PFM related context.

General Professional Experience:

  • A minimum of 10 but preferably 12 years of professional experience in monitoring and public financial management.

Specific Professional Experience:

  • The expert must have had at least 5 and preferably 10 years of experience within a ministry or public service/organisation either as a public official/employee or external advisor/consultant in the context of Public Finance Management systems and reform processes such as:

  • Strategic reporting on implementation and monitoring & evaluation of development strategies/plans;

  • Development, revision and/or implementation of results monitoring frameworks;

  • PFM reform strategies and reporting frameworks;

  • Budget planning and formulation at Ministry of Finance or Sector Ministry level.

  • The expert must have had proven experience in capacity development of government and/or public sector agencies as a civil servant/employee or and external advisor/consultant in one of the following fields:

  • Development, revision and/or implementation of results monitoring frameworks;

  • Strategic reporting on implementation and monitoring & evaluation of development strategies/plans.

  • Designing and running public service related management processes and systems.

Preferred additional experience giving added advantage:

  • Specific experience in the development and/or implementation of data sharing and liaison mechanisms between line ministries and a Ministry of Finance is an asset.
  • Specific expertise in payroll and personnel file management is an asset.
  • Prior experience in sub-Saharan Africa is an asset.
