Liberia: Chief of Party - Liberia Accountability and Voice Initiative

Project Background:

The Liberia Accountability and Voice Initiative (LAVI) Project is a five-year, USAID-funded project to strengthen multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms. It aims to increase the influence of citizens and media in the governance of public goods and services, as well as to create more effective, accountable, and inclusive governance in Liberia.

The COP will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.

Objectives and Duties

The Chief of Party will be responsible for the following tasks:

  • Serve as principal liaison with USAID, GOL counterparts and community stakeholders on program communications and technical implementation activities;
  • Provide technical and intellectual direction and leadership;
  • Manage, lead, and oversee all expatriate, Liberian consultants, and subcontractors in achieving project results;
  • Oversee all financial and administrative matters;
  • Develop work plans for project activities;
  • Oversee the participatory planning process to produce a strategic plan for project deliverables;
  • Provide technical support in all program areas to team as needed;
  • Provide timely and accurate reporting to USAID on all program areas;
  • Present findings in both written and oral presentations as required; and
  • Coordinate program activities with other donors.

Qualifications

  • An advanced degree (masters or higher) in any of the following or related fields: social sciences, international development, or management.
  • At least at least 10 years professional experience in development at a senior program management level, including direct supervision of professional and support staff.
  • At least 5 years in-country development work experience preferred.
  • Previous work experience in Sub-Saharan Africa, is preferred.
  • Demonstrated experience in working effectively with local civil society organizations, and capabilities in public sector reform and convening multi-stakeholder processes.
  • Proven leadership in the design, management, implementation, monitoring and evaluation of similar-sized donor-supported programs.
  • Skills in high level strategic visioning and leadership, preferably with experience in managing complex activities involving coordination with multiple partner institutions.
  • Strong communication skills, including interpersonal and in written and oral English.
