Lebanon: Deputy Team Leader – Subsidised Temporary Employment Programme (STEP), Lebanon

Objective

STEP aims to incentivise small and medium-sized enterprises to expand production and create new permanent jobs for predominantly low-skilled Lebanese workers as well as – in accordance with Lebanese legislation - temporary jobs for Syrian refugees. STEP is expected to achieve this through the provision of finance and employment incentives, as well as a flexible package of technical assistance to facilitate access to Business Development Services. The programme is split into three components, the first of which will provide matching grants that firms can use to invest in eligible activities which enable them to expand output e.g. new equipment and business advisory services and/or eligible working capital and operating costs. Component 2 will provide short/medium term wage subsidies to eligible SMEs and Component 3 relates to savings accounts for Syrian workers.

DAI are seeking a Deputy Team Leader who will support the Team Leader in delivering STEP and ensuring that programme results are achieved.

Required Experience

  • 10 or more years of experience working in enterprise development, with at least 5 years of experience of managing delivery of complex donor funded programmes, preferably DFID.
  • Experience in managing challenge funds or grants programmes
  • Excellent communication skills
  • Knowledge of and experience with DFID procedures and regulations.
  • Excellent English communication skills required.
  • Experience working in Lebanon or the Middle East.
  • Demonstrated familiarity with political economy of Lebanon.
  • Arabic language essential.

Job Description

  • Oversee activities of resource partners and short term TA under the flexible package of technical assistance.
  • Provide support for overall program management.
  • Provide direct technical support to SMEs to encourage the uptake of new practices and facilitate market linkages.
  • Oversee the design and launch of the Competitive Investment Fund.
  • Oversee the establishment of a central platform for jobseekers.
  • Oversee the provision of wage subsidies to eligible SMEs.
  • Oversee the creation of savings accounts for Syrian workers, accessible on leaving Lebanon.
  • Coordinate preparation of Quarterly and Annual Reports to DFID and ensure that these adhere to DFID standards.
