Team Leader – Subsidised Temporary Employment Programme (STEP), Lebanon

Objective

STEP aims to incentivise small and medium-sized enterprises to expand production and create new permanent jobs for predominantly low-skilled Lebanese workers as well as – in accordance with Lebanese legislation - temporary jobs for Syrian refugees. STEP is expected to achieve this through the provision of finance and employment incentives, as well as a flexible package of technical assistance to facilitate access to Business Development Services. The programme is split into three components, the first of which will provide matching grants that firms can use to invest in eligible activities which enable them to expand output e.g. new equipment and business advisory services and/or eligible working capital and operating costs. Component 2 will provide short/medium term wage subsidies to eligible SMEs and Component 3 relates to savings accounts for Syrian workers.

DAI is seeking an experienced and dynamic Team Leader to lead the overall technical and operational direction of STEP.

Required Experience

  • A minimum of 15 years of private sector development experience, with at least 10 years of Team Leader experience on regional donor funded programmes. DFID experience essential.
  • Experience in supervising complex and challenging field operations in developing or fragile states.
  • Demonstrated experience in facilitating market linkages for SMEs.
  • Experience in assessing needs and/or providing business development services for SMEs.
  • Demonstrated experience in fund management.
  • Knowledge of and experience with DFID procedures and regulations.
  • Understanding of key approaches to monitoring and evaluation and the delivery of value for money for donor client.
  • Excellent English communication skills required.
  • Experience working in Lebanon or the Middle East preferred.
  • Demonstrated familiarity with political economy of Lebanon.
  • Arabic language desirable.

Job Description

  • Day to day management of the country programme team. Reporting to DAI’s Head Office Project Director.
  • Leading the overall programme strategy to facilitate appropriate interventions for the development of the business development services to SMEs under the Competitive Investment Fund for Jobs.
  • Leading programme networking and institutional outreach, strategic planning, policy engagement, and project troubleshooting.
  • Coordinating effectively with key stakeholders and partners to strengthen programme participation.
  • Ensuring quality of the programme delivery through mentoring the programme team and through providing feedback on their performance as well as areas for improvement
  • Acting as primary point of contact with DAI head office on programme implementation, budget, and personnel issues.
  • Directing, collaborating and communication with programme partners (DFID, Steering Committee) on issues of overall programme strategy.
  • Directing risk mitigation measures.
  • Overseeing delivery of key reports and work-plans.
  • Acting as primary liaison with the client, other donors, and projects. **
