Background:
The purpose of USAID’ Integrated Governance Activity (IGA) is to create the good governance framework and local capacity that is necessary for improved delivery of key services, particularly for health, education, and economic development. USAID has recognized that for this assistance to truly forge and strengthen the social contract between citizens and the State, it much reach people at the community level, where most citizens experience government. The project must do this by not only addressing capacity issues, but also – through empowering a broadly inclusive set of nongovernmental actors to hold public officials to account for better services – by changing the incentives of officials at all levels of government to act in the best interests of citizenry.
Responsibilities:
The Monitoring and Evaluation Manager reports to the Chief of Party (COP). He/she will:
- Oversee the monitoring and evaluation component;
- Ensure reliable data collection and timely and quality reporting products;
- Ensure high quality of monitoring and data tracking system and identify and address issues related to the activity performance monitoring;
- Maintain strong relationship with the USAID Mission Monitoring Mechanism and collaborate with the activity Implementation Evaluation mechanism led by the DRG Learning Center;
- Design and implement an M&E system that adheres to USAID guidance and meets the needs of program learning, analysis, and reporting;
- Offer technical assistance in the development, selection, and application of M&E processes, tools, methodology, and action research;
- Undertake, as required and when possible, visits to project locations to collect data and/or oversee data collection efforts.
- Supervise M&E and Reporting Specialist based in Kinshasa. Strong lines of communication to M&E Specialists in the Field Offices.
- Manage the M&E Manager transition in Year 3, including mentoring and capacity building, as required;
- Other duties as assigned.
Qualifications:
- Master’s in public/business administration, international relations, other social sciences, or a similar relevant field. MA may be substituted by a BA and at least 15 years of experience in donor reporting systems, impact evaluations, development work, and evaluation methodology development/implementation.
- Minimum 10 years of experience in donor reporting systems, impact evaluations, development work, and evaluation methodology development/implementation.
- Must have worked at least seven years in a similar capacity, including experience putting in place performance monitoring systems and mentoring project staff on its use to ensure good quality performance data.
- Professional level oral and written skills in English and French.
