Objective
SEPP aims to test the suitability and potential of the social enterprise model in delivering social and economic benefit and enhancing social cohesion, in a self-sufficient and sustainable manner in Lebanon. It will do so by producing quantitative and qualitative evidence which demonstrates what kind of investments in what sectors produce the most social and economic return.
This evidence will then be used for a range of purposes, including assisting in raising finance from public and private sector donors; underpinning strategic communications efforts to promote the sector both nationally and internationally; and helping social entrepreneurs in decision-making, to enable them to decide in which sector, and how, they should engage (thus saving them the time, expense and effort of conducting their own market penetration tests).
DAI are looking for an experienced Finance and Operations Manager in Lebanon to lead the financial and operational management of SEPP, as soon as possible.
Job Description
Work alongside the Team Leader providing strategic and high level operational management, and supporting the finance and grant funding
Define, develop and implement the financial systems and procedures for programme management and delivery consistent with the requirements of donors
Support establishment of robust, transparent and effective grants management procedures in line with FCO and DAI guidelines;
Review due diligence assessments received from consortium partners of potential grantees, developing a VFM approach, and complying with key performance indicators
Work closely with Team Leader to monitor grantee financial compliance, track obligations and facilitate timely disbursements;
Undertake verification and documentation of miulestone achievement and payments: review invoices when the milestones have been successfully achieved, and monitor grant disbursements;
Contribute to any financial reports related to grant management aspects when required to do so.
Provide regular updates on financial status and forecasting of grant expenditures.
Required Experience
Minimum of 7 years of experience in the finance and operations components of international development projects. FCO experience preferred but is not essential
Demonstrated knowledge and skills in accounting, procurement, financial and grant management systems is required
Understanding of key approaches to monitoring and evaluation and the delivery of value for money for donor client.
Strong analytical skills to identify financial and operational risks and ability to resolve in timely and efficient manner
Experience of working in Lebanon is essential
Experience in using DAI developed systems, e.g. TAMIS, would be a distinct advantage
Excellent communication skills and fluency in English is essential
Arabic language essential
Project term: August 2017 to March 2018
