Description

Objective of the Project:

DAI is implementing a 4-year second phase, SDC funded project focusing on developing functional market systems that will engage and benefit poor men and women small-scale farmers in Northern Mozambique, and is expected to continue with a 3-year third phase commencing in January 2018. Founded on the Making Markets Work for the Poor (M4P) development approach, and set against a backdrop of non-functional market systems that lacked vibrant private sector activity due to several market distortions; the project looks at developing markets and private sector to better support rural livelihoods in Northern Mozambique by facilitating linkages between commercial markets and small-scale farmers to increase farmer productivity and income.

Scope of Work:

We are seeking applications from highly experienced technical and managerial experts for the role of Deputy Team Leader. The Deputy Team Leader will will work closely with and support the Team Leader to ensure the effective delivery of all Programme outputs, as well as overall management of the Programme staff, by:

  • Leading efforts to develop and implement innovative activities aimed at strengthening markets and private sector to improve rural livelihoods, applying the Making Markets Work for the Poor (M4P) methodology
  • Supporting the Team Leader in the development of the overall programme strategy
  • Overseeing programme networking and institutional outreach, strategic planning, policy engagement, and project troubleshooting
  • Managing technical staff working in the project locations to ensure quality interventions delivery including management of project partnerships with relevant public and private sector stakeholders
  • Coordinating effectively with key stakeholders and partners to strengthen programme participation, outreach and impact.
  • Support the Monitoring and Results Measurement Manager to develop and implement effective monitoring and evaluation plans and disseminate results to influence policy and relevant stakeholders interventions.
  • Ensuring quality of the programme delivery through mentoring the programme team and through providing feedback on their performance as well as areas for improvement
  • With substantial support from the Project Administrative team, ensuring all project finances and management practices are in compliance with DAI and donor contractual rules and regulations
  • Coordinating and collaborating with programme partners on issues of overall programme strategy
  • Coordinating risk mitigation measures
  • Overseeing all short-term technical assistance required by the project
  • Overseeing delivery of key reports and work-plans

Requirements:

  • Minimum 7 years of experience working on agriculture and agribusiness/ private sector development projects, preferably with significant Southern Africa experience in market development/ value chain development
  • Proven track-record of successfully delivering complex multi-component donor funded projects
  • Experience in working with large international donors, strong understanding of donor requirements in the implementation of complex programmes
  • Strong leadership and management experience, with demonstrated competence in managing teams under complex donor-funded programmes
  • Proven experience building high-level partnerships with technical experts and private sector
  • Understand key approaches to M&E including the use of logical frameworks
  • Proven track record in facilitating catalytic change that benefits poor people
  • Strong planning abilities, particularly with regards to the management of development projects
  • Experience in addressing gender inequality and promoting women entrepreneurship and employment would be an added advantage
  • Excellent communication skills; including report-writing, presentation, networking and facilitation skills
  • Fluency in English and Portuguese (both written and oral).

Education:

  • Advanced degree in Agricultural Economics, Agribusiness, Economics, Business, Development Studies or any other related field

Position open to Mozambicans only.

Post holder will be based in Nampula, Northern Mozambique.
