Project Description:

Feed the Future Mozambique Agricultural Innovations Activity (FTF Inova), managed by DAI on behalf of USAID, is working towards agricultural value chain development in Mozambique. FTF Inova is partnering with Mozambican private sector firms and institutions with the piloting, testing, and scaling of innovative, pioneering approaches that solve agricultural value chain inefficiencies. By applying a market system development approach, the expected goals are increased efficiencies in the following value chains: oilseeds, pulses, fruits, cashew, vegetables, agricultural inputs and financial services.

FTF Inova provides technical and financial assistance to private sector firms and institutions for introduction of new business model/practices, business expansion, promotion of innovation, crowding-in investment, and the development of business services, technology, and linkages to the market and consumers. Through this program, FTF Inova supports various Market Actor implemented activities that include new technologies, new ways of delivering and/or financing goods and services, more cost-effective adaptations of existing solutions, or new ways of increasing uptake of existing proven solutions that will lead to inclusive business growth, expanded market reach, or adjustments to business strategy to better serve smallholder farmers and include them in the market.

Overview:

Under the overall program and in support of communications and learning, FTF Inova aims at hiring a communication and learning specialist to help the project prepare the quarterly and annual report, review the quality of the reports produced during the life of the Activity to put in place research on the approach and impact in preparation for articles and blogs to be featured in international workshops and conferences.

Tasks:

• Assist the M&E Manager to define and coordinate research pieces aimed at testing the Activity’s hypothesis, measuring impact, and delivering relevant information to market actors (partners);

• Assist the M&E Manager in compiling and drafting quarterly and annual reports, and ensuring that reports arrive to client in a timely fashion;

• Assist in development of annual work plans;

• Assist in standardizing reporting formats, mentoring team members in quarterly reporting requirements and in development of terms of references;

• Provide quick turn-around quality assurance by editing, review, and compliance checking of reports submitted by external consultants;

• Support the local program team with development of learning pieces for internal meeting aimed at strengthening Collaboration Learning and Adapting;

• Support the local program team with drafting strategic plans, concept notes, scopes of work, and terms of reference. Provide support in quality assurance of documents translated from Portuguese into English;

• Provide support to draft requests for assistance, concept notes, and other documents enabling them to engage effectively with the program;

• Monitor international fora such as conferences, workshops, and webinar, such as the Beam Exchange, USAID Learning Lab, Microlinks, and Agrilinks, for information and lessons that are relevant to Inova. Prepare communication material for these platform, booking and posting opportunities to feature Inova and the Activity’s approach and results;

• Support the program’s communication strategy in developing blogs and communication materials as well as content that can be shared on international fora, describing the Market System approach, lessons learnt and analysis of the impact that the project is able to make.

Activities and Deliverables:

Activities will include, but not be restricted to, those listed above, based on direction by the COP the Value Chain Manager and the M&E Manager. Deliverables will be agreed on a case-by-case basis, depending on the specific task assigned. For each assignment, there will be a clear, concise instruction via e-mail or phone with an expected delivery date. Deliverables will be provided in English, unless Portuguese is specifically requested.

Deliverables may include -

· Draft and final quarterly and annual reports.

· Quality assured versions of reports prepared by external consultants;

· Strategic plans, concept notes, terms of reference, briefing notes.

Duration and Timeframe:

80 days of LOE as needed on a call-down basis, estimated at 4 working days per month from January 1, 2018 – December 31, 2018. Quarterly two weeks-long trips to Mozambique to work with project staff in Maputo during the month prior to submission of the quarterly and annual report.

Reporting:

The consultant will report to the Inova Chief of Party or his designee, who will be responsible for technical supervision and acceptance of all deliverables.
