DAI seeks a Public Sector Change Management Advisor for an anticipated five-year, public financial management project in Liberia. The anticipated project is expected to build the capacity of targeted Government of Liberia institutions, particularly the Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue Authority (LRA), to improve domestic revenue mobilization. The project will assist the MFDP to develop the capacity to formulate sound, predictable, and fair revenue policies; support the LRA to enhance its ability to effectively, efficiently, and transparently implement those policies and carry out its revenue collection mandate; and work with the MFDP, LRA and civil society to strengthen consultation, education and engagement on taxes and their benefits with an aim to build tax morale, increase voluntary compliance, and foster greater trust between taxpayers and government.
Responsibilities:
The Public Sector Change Management Advisor will design and lead strategies to facilitate change and performance improvement in targeted institutions, particularly the Ministry of Finance and Development Planning and the Liberia Revenue Authority. The Advisor will play a lead role in identifying major constraints and gaps impeding organizational performance in assisted institutions, shaping plans to manage change and build capacity, and developing effective communications strategies. The Advisor will also facilitate strategic communications, outreach, and engagement between government and civil society and the private sector on revenue policy and administration matters.
Required Qualifications:
- 10 years of professional experience managing or facilitating change and performance improvement in public sector institutions, preferably with experience related to revenue policy and administration;
- Excellent writing skills, effective interpersonal skills, and outstanding management skills;
- Demonstrated resourcefulness, flexibility, and creative problem solving and ethical management in previous assignments;
- Experience working in Africa and post-conflict countries is desirable; experience in Liberia is preferred; and
- At least an undergraduate degree in a relevant discipline, such as economics, public administration, public policy, strategic communications, or other relevant fields.
