Objective of the Programme:
DAI is preparing for an exciting opportunity within the solar and energy sectors. The programme aims to catalyse a market-based approach to private sector delivery of high-quality solar home system (SHS) products and services. The programme will improve energy access for people and communities in sub-Saharan Africa currently without modern energy, with an emphasis on poor people and marginalised groups in 14 priority countries: Mozambique, Malawi, Zambia, Zimbabwe, Tanzania, Rwanda, Uganda, Kenya, Ethiopia, Somalia, Nigeria, Ghana, Sierra Leone and Senegal.
Scope of Work:
The Knowledge Management & Communications Expert will support the implementation of policy, regulatory and other actions aimed to improve the enabling environment for a market-based approach to private sector delivery of SHS products and services in the target countries. This includes:
· Knowledge Management (KM): generating and disseminating knowledge and evidence on the success factors for, and benefits of, private sector delivery of off-grid solar energy across Africa, including the application of learning
· Coordination: promoting collaboration between the programme’s interventions and other relevant initiatives encouraging other donors to contribute towards its objectives and activities; and managing the overall approach to Monitoring and Evaluation for all components of the programme
· Communications: Developing communications products to communicate programme results, successes and learning to DFID, other donors, and the British taxpayer
Main Responsibilities
· Design, plan and support the implementation of the programme’s KM strategy
· Ensure uptake of research and evidence across the programme
· Produce accessible and relevant knowledge to support decision-making
· Collate knowledge and produce knowledge products to learn lessons and to inform policy dialogue
· Support effective performance management to better deliver results
· Ensure that evidence, lessons and good practice can be captured and stored from across the programme’s activities
· Ensure all stakeholders have the necessary information to guide programming choices during design and implementation
· Ensure programme has evidence to develop a clear narrative about the results to leverage support from other actors, and to support scale-up
· Ensure effective dissemination of knowledge by drawing upon a variety of methods (i.e. consultative and participatory processes) and designing outputs such as policy briefs, presentations, infographics and stakeholder workshops
· Provide a strategic view of development of knowledge management practices to support the work and the development of the programme
Qualifications, Knowledge, Skills and Experience:
· Extensive experience and senior technical expertise in the field of KM and communications, preferably in an international development organisation
· Proven track record of successfully delivering KM strategies
· Demonstrable knowledge of results-based management
· Experience in performance measurement and programme evaluation to ensure key lessons are captured
· Experience of working on multi-country programmes
· Ability to work with minimum supervision and in a multicultural setting
· Strong communication skills, both written and verbal, excellent report writing and organisational skills
· Postgraduate degree in a relevant discipline
