DAI is seeking a Business Development Commercial Analyst to join our busy Global Health team. The position will be based in the Health Partners International offices in Lewes, East Sussex. This is a full-time permanent position and the primary function of the role is to provide cross-cutting advisory support to BDU, program management, and finance teams during bid preparation. You will prepare commercial tenders and budgets for service contracts, and provide proposal advice on general country compliance environment including registration options, tax implications and country-specific employment dynamics. Cross-company learning will be incorporated into improved bid preparation/design and commercial practices.
Key tasks, duties and responsibilities:
Pricing & Commercial Analysis
- Analyse market dynamics, pricing trends, donor requirements and ensure that current tools and procedures for pricing of service contracts are responsive to Client and business needs
- Devise pricing strategies for service contracts, targeting operating and sales margins that support company business goals, deliver competitive pricing and offer appropriate value for money to Clients
- Prepare financial methodology section of commercial proposals in accordance to selected technical approach and assist technical teams at defining and quantifying value for money propositions
- Support technical teams at developing work plans, and produce costed financial plans in adherence to a range of contract/payment mechanisms (i.e. Payment-by-Result, Cost-plus, Time & Materials etc.)
- Assist proposal teams at engaging and negotiating commercial terms with business partners, key stakeholders and Clients
- Attend Early Market Engagement meetings to represent DAI’s commercial results to generate internal lesson-learning and process-improvement opportunities
- Lead training on pricing procedures (i.e. new starters and ad hoc in-house training)
- Work closely with the Commercial Director on the design and implementation of commercial process and systems
Business Development Risk Management & Country Compliance
- Advise proposal teams on registration/country operating platform options, and general country compliance environment
- Support pricers to quantify cost of registration, tax implications and compliance requirements
- Liaise with HR and Contracts functions to determine appropriate employment status (UK or local, employee or consultant) for proposed proposal staff
- Advice pricers, recruiters, proposal directors and managers on country-specific employment dynamics and expatriate work permits requisites
- Facilitate connectivity across DAI working with DAI/USG and DAI/E as appropriate
Proposal Handover & Project Support
- Deliver cross-cutting advisory support to BDU, PMU and Finance teams as required, including assisting the establishment of value for money reporting procedures
- Support Project Management and Finance teams when relevant projects are won by leading commercial handover process and providing short-term start-up assistance and ad hoc budgetary support
- Conduct operational and commercial analyses at 6 months from project launch, and where required enable learning to improve pricing, risk management and commercial capability and competitiveness
- Design internal feedback loops and learning tools to incorporate project learning into pricing and commercial practices
- Attend Quarterly Performance Reviews (QFRs)
- Participate in cross-sector process improvement and strategic planning sessions

- Any other duties requested by the Chief of Operations
Qualifications, knowledge, skills and experience:
Essential:
- Some experience at either developing or managing budgets for government or international donor contracts
- Good understanding of financial and compliance requirements for contracts with the UK Department for International Development (DFID), the European Union (EU) or similar organisations
- Strong quantitative and qualitative research skills
- Advanced skills developing and maintaining spreadsheet tools
- Able to learn quickly and to apply results-oriented problem-solving methods
- Attention to detail and highly numerate
- Strong interpersonal, communication (written and oral)
- Demonstrated ability to multi-task in a rapidly changing environment
- Action-oriented with strong intellectual agility and ability
Desirable:
- Understanding of the UK National Audit Office’ and the Independent Commission for Aid Impact’s approach to value for money is preferred
- Part Qualified Accountant or above (CIMA, ACCA or equivalent)
- Foreign language skills are beneficial
