Position: Knowledge Management Specialist

Project Title: Market Development in the Niger Delta (MADE)

Location: Port Harcourt, Rivers State, Nigeria

Reports to: Monitoring and Results Measurement/Gender Manager

Start Date: March 2018

Programme Overview:

Market Development in the Niger Delta (MADE) II is a 2 year phase II of an earlier 4.5 year programme that uses the Making Markets Work for the Poor (M4P) approach to generate pro-poor and inclusive economic growth in the non-oil sectors of the nine Niger Delta States. The programme’s stated objective is to raise the incomes of at least 155,000 poor people, 50 per cent of whom will be women, by up to 15 per cent.

MADE II will also, identify and address livelihood and economic factors contributing to human trafficking, forced labour and modern day slavery in the region, particularly in Edo State. MADE II will pilot interventions aimed at tackling the root causes of MDS, strengthen efforts to combat slavery and reduce vulnerability. A target of increasing incomes or providing livelihood opportunities to 30,000 people (as part of the target to add 155,000 incomes increases) within at risk geographies and demographic groups. MADE II will focus on sectors such as ICT, hospitality and the creative industries to support investment and growth in sectors that are seen as ‘aspirational’ and attractive to potential victims of trafficking, and thus reduce drivers for emigration

The programme’s base is Port Harcourt, with project offices in Abuja and Benin City.

Objectives of the Position

The knowledge management expert will coordinate knowledge management across the two components of MADE II. Working as part of the monitoring and results measurement (MRM)/ gender team, the position holder will have lead responsibility for identifying opportunities within the programme for capturing and sharing knowledge and programme lessons as well as disseminating information and knowledge products that relate to the programme operations, achievement of major milestones and overall programme results.

Specific Responsibilities

Knowledge management strategy development

  • Review and revise Knowledge Management Strategy developed towards the end of Phase I of MADE, which is specific to the market development programme;
  • Adapt the draft KM Strategy to respond to the needs of the Edo State Investment component of MADE II in order for the programme to have a single strategy document;
  • Seek the input of all key staff to ensure the KM Strategy meets the team’s expectations before the document is finalised for implementation.

Implementation of Knowledge Management Strategy

  • Coordinate overall implementation of the KM Strategy, including lessons learning and dissemination
  • Support intervention managers in capturing, storing and disseminating programme related knowledge with key stakeholders
  • Working closely with intervention managers, identify compelling success stories and case studies that should be shared with key stakeholders on a wide range of platforms.
  • Develop key knowledge products (including detailed case studies, innovative approaches, baseline reports, etc) and disseminate to key stakeholders through a wide range of platforms to be agreed by the management team on a case to case basis;
  • Collaborate with communications management to produce video documentary that capture programme results.
  • Working closely with MRM manager, select and abridge success stories for the progress reports (Quarterly Progress Report and Annual Report) to illustrate key results
  • Lead planning for lesson learning and dissemination workshops as appropriate
  • Resolve issues related to knowledge management in a timely manner

Capacity Building

  • Update capacity development needs assessment conducted during Phase I of MADE and develop a capacity building strategy based on the needs identified;
  • Develop team members’ capacity to capture, store and share programme related knowledge and experiences;
  • Provide training to team members on creating and retaining the institutional memory
  • Support Intervention Managers in developing success stories and case studies from each of the programme interventions

Key Performance Indicators

  • Undertake tasks provided in agreed deliverables as planned and agreed with the SIM, ESIM, Deputy Team Leader or Team leader to time and budget;
  • Take responsibility when requested for periodic activities and ensure these are completed in a regular and effective manner
  • Helpful and positive attitude

Key Skills & Qualifications:

  • Graduate degree in communication arts, linguistics, English and literary studies or a related field
  • 5 years’ experience designing and implementing knowledge management strategies, preferably in the context of market development programmes
  • Demonstrated experience leading complex teams
  • Strong business management and financial management skills
  • Excellent verbal and written skills
  • Previous experience with DFID funded projects would be advantageous
  • Fluency English is required
