Mexico: Team Leader EU Policy and Outreach Mexico, Central America and the Caribbean

The programme aims to increase mutual understanding and awareness of the EU, supporting key European principles and policies through intercultural dialogue and people to people exchanges, the EU Delegation to Mexico envisages carrying out Public Diplomacy activities for Mexico, Central America and the Caribbean. The activities will focus on the EU's role and relevant policies in view of engaging with the general public, with a specific focus on policy makers and opinion leaders.

Technical assistance efforts will therefore focus on supporting a range of activities in the fields of external relations, public diplomacy and cultural diplomacy. The activities may include inter alia specific sector studies, organization of events (conferences, seminars, and workshops), exchange activities, production of relevant materials (videos, publications, etc.), targeted debates, lectures, trainings, campaigns and media activities.

Qualifications and skills:

  • The key expert will be familiar with EU policies initiatives in emerging countries, in particular Mexico and other Central American countries,
  • University degree at Master level in a related discipline (e.g. public relations, communications, international relations, economics, management),
  • High level of command of written and spoken English,
  • Familiarity with Mexican and other Latin American cultures,
  • Good knowledge of Spanish is an asset,
  • Computer literacy,
  • Excellent interpersonal and sound communication skills, with strong experience leading a team of consultants/experts
  • Familiarity to work with public institutions in the Latin American area is an asset

Professional experience

  • 5 to 10 years of relevant professional experience in public diplomacy, public relations, communication, event management, marketing, policy dialogue,
  • 5 or more years’ experience working in Latin America in the last 10 years,
  • At least 5 years’ experience in managing a team and/or as project manager in the last 10 years
  • Availability to live and work in Mexico with travel to other Central American and Caribbean countries as required
