Background

The Liberia Accountability and Voice Initiative (LAVI) project is a five-year USAID funded project to strengthen multi-stakeholder partnerships to advocate for and monitor policy and accountability reforms. It aims to increase the influence of citizens and media in governance of public goods and services, as well as to create more effective, accountable and inclusive governance in Liberia.

LAVI works to improve the performance of its local CSO partners in undertaking issue based reform to more effectively serve the needs of the Liberian people. LAVI also promotes the development of a local capacity development market so that eventually local providers can fill CSO capacity gaps independently without international donor support. **

Role’s Purpose

The Technical DCOP will be responsible for supporting the Chief of Party (COP) in the technical leadership of the project. S/he will oversee a local team of technical experts and short-term experts in achieving project results.

The Technical DCOP will specifically support the COP by ensuring effective, efficient, and timely implementation of workplans. Under the supervision of the COP, he/she will work closely with LAVI technical leads on a daily basis, making sure that designated tasks and responsibilities are implemented in a timely manner and of the highest quality. The Technical DCOP will be specifically engaged in implementation of three of LAVI’s objectives: Increased horizontal and vertical linkages among actors engaged in similar issues; Increased organizational capacity of targeted CSOs to participate in issue-based reforms; and On-going capacity development services available on local market.

Objectives and Duties

The Technical DCOP will be responsible for the following:

  • Support the COP in the efficient and effective implementation of LAVI’s strategy, workplans and reporting.
  • Supervise LAVI technical leads: two to three thematic windows specialists, capacity development manager and senior private sector specialist and serve as a liaison between them and the COP;
  • Under the supervision of the COP, provide guidance and support to technical leads to implement their respective strategies;
  • Ensure that technical leads implement their tasks in timely manner and of the highest quality
  • Assist technical leads with troubleshooting approaches that can resolve potential issues related to implementation of workplans
  • Work closely with technical leads and make sure that activities under three objectives referenced in the role’s purpose section are coordinated and complementary
  • Evaluate the performance of the program activities and prepare regular progress reports detailing program results against strategic objective and intermediate result indicator

Qualifications

The Technical DCOP should possess the following qualifications:

  • 7-10 years of experience in advocacy, capacity development, democracy and governance
  • 3-5 years of experience managing staff and projects on USAID/donor programs
  • Demonstrated experience working with senior government officials, private sector companies, and advocacy networks
  • Experience in working in challenging development environments, preferably in Africa
  • Excellent communication and conflict resolution skills; ability to work in team
  • Efficient, organized, oriented to details
  • Bachelor’s degree required, master’s degree preferred
