Chief of Party, Delivering Effective Government for Competitiveness and

Inclusive Growth (DELIVER) Activity

DAI seeks a Chief of Party (COP) for an anticipated 5 year USAID Philippines Delivering Effective Government for Competitiveness and Inclusive Growth (DELIVER) Activity, which seeks to strengthen Philippine government functions and improve government capacity needed to advance the country's international competitiveness and boost overall trade and investment, with particular focus on small and medium enterprises (SME). This will be done through (a) improving fiscal performance, (b) facilitating infrastructure provision, and (c) boosting the productivity of the SME sector. The Activity will be based in Manila.

The Chief of Party (COP) is responsible for the overall management and success of DELIVER, providing strategic leadership and working collaboratively with the USAID/Philippines Mission and partners to ensure the implementation of a relevant and innovative project. More specifically, the COP will be responsible for the following:

  • Provide vision, leadership and guidance of the project’s implementation for project staff in Manila, partnering organizations, host government, other donors and stakeholders;
  • Develop and maintain relationships with local government authorities, civil society leaders and other organizations in the Philippines to ensure DELIVER-supported activities are current and relevant;
  • Work closely with technical staff to ensure high-quality and timely development of grant, sub-contract and/or direct implementation activities;
  • Oversee design, use and completeness of M&E systems and procedures to ensure that data is collected and analyzed against DELIVER objectives and Performance Monitoring Plan indicators;
  • Lead communication with US and Philippines’ government counterparts;
  • Ensure that established professional ethics, policies and procedures are strictly adhered to by all staff, including those of sub-contractors and partners, to the extent possible;
  • Establish relationships with USG- and other donor-funded activities in order to leverage resources and maximize impact.

Qualifications:

  • Minimum 15 years of experience designing, managing and implementing complex economic growth, PFM or governance programs, including five years of experience in Chief of Party, Project Director, or similar senior management position;
  • Master’s degree in economics, business administration, finance, public administration or related area;
  • Ability to establish strong working relationships with a variety of stakeholders including government representatives, civil society, donors, and the private sector;
  • Demonstrated knowledge of the Philippines political economy, including national, regional, provincial and local perspectives;
  • At least five years of working experience in the Philippines, or a country with similar context;
  • Experience with USAID projects or activities in conflict-affected environments strongly preferred.
  • Demonstrated leadership qualities necessary to develop, articulate and implement a vision for the project;
  • Strong interpersonal skills and ability to work with staff and partners in diverse cultural and geographical settings;
