Background: DAI, an international consulting firm based in the United States, is currently accepting applications from candidates for a Strategic Communications Adviser to support a U.S. Agency for International Development (USAID) Office of Transitions Initiatives (OTI)-funded program. DAI is currently seeking a strategic communications consultant to provide support to the Ministry of Human Resources of the Malaysian Government in their efforts to reform labor laws. This assignment will be an independent consultancy lasting roughly two to three weeks based in Kuala Lumpur, Malaysia.
Responsibilities: The Strategic Communications Adviser will undertake tasks to assist the Ministry of Human Resources in developing a strategic communications plan, to include:
- Collaborating with the Ministry to develop clear messages about the proposed changes based on policy priorities.
- Advising the Ministry on the development of talking points for dissemination with other parts of government.
- Assisting the Ministry in conveying these talking points with government and media counterparts.
- Developing an integrated communication plan across traditional and social media.
- Holding focus group discussions with different audiences in advance of the campaign roll out to refine messages for different audiences and develop a strategy to micro-target key constituencies.
Qualifications:
- University degree in relevant field required.
- Experience consulting with government counterparts from multiple countries to develop strategic communications plans required.
- Knowledge of how to develop talking points and communicate those talking points with other parts of government.
- Experience in developing and managing an integrated communications plan across traditional and social media.
- Experience using Focus Group Discussions and other tools to develop messages for diverse audiences and target key constituencies.
· English language fluency required.
