STTA Title: Monitoring, Evaluation and Learning (MEL) Systems Consultant

limited to Erbil and Basrah)
Background
IGPA/DAI is soliciting applications for an MEL Consultant to provide technical support to its MEL processes as part of efforts to incrementally develop the project MEL system.
The MEL Consultant will assess IGPA’s MEL system to identify areas for improvements, especially its outcome monitoring processes. Working with the Senior M&E Advisor and Senior M&E Specialist, s/he will assess existing systems and structures including data collection, processing and reporting procedures and tools and identify needs for data management improvements with the objective to improve monitoring of project outcomes. As part of the assessment process, the MEL Consultant will visit the central and regional offices, conduct meetings with the regional managers and coordinators and technical teams to identify MEL results tracking and monitoring needs that will be incorporated in the enhancement process.
Based on the assessment, the MEL Consultant will update existing tools and templates or develop appropriate ones to enhance data collection and monitoring of project outcomes. The MEL Consultant will also identify and recommend approaches for outcome monitoring suitable to the context of the IGPA project including but not limited to Outcome Mapping, Process Monitoring of Impacts, Most Significant Change, etc. The MEL Consultant will conduct training for all MEL staff and technical teams involved in data collection and reporting to ensure they understand the application of appropriate tools to collect relevant data for reporting.
Qualifications
- A Bachelor’s degree in related field including political science, development studies, statistics, economic governance, public administration, business administration and / or other relevant disciplines, or a related subject and 5-10 years of relevant experience.
- Experience in working in local Iraqi communities and a strong understanding of the local context
- Experience in establishing and developing MEL systems
- Relevant experience in systems strengthening and capacity development
- Working knowledge of and relevant experience in quantitative and qualitative research, data collection and analysis
- A list of major MEL assignments implemented in the last five years including details of contracting organizations and specific deliverables achieved
- Fluency in both oral and written English.
- Experience in developing outcome monitoring reports highlighting project outcomes.
- Prior experience working in Research, Monitoring and Evaluation with extensive experience facilitating interviews with medium to high level respondents
- Experience working with / for international donor organizations (i.e. USAID, UN Agencies) and multinational organizations is highly desirable
- Strong organizational skills, confidence and decision-making skills, ability to multi-task, dependability, integrity and time effectiveness
