Internal Auditor STTA

MESR Project Background:

The Macro-Economic Stabilization and Reform (MESR) Activity provides technical assistance, capacity building, and training to relevant stakeholders and counterparts in Egypt in order to promote macroeconomic stability by improving the process of capital expenditure planning, control and monitoring; upgrading the effectiveness of public financial management; and developing skills for expanding public private dialogue to promote better policy and regulatory reforms addressing macroeconomic imbalances. Stakeholders and counterparts include the Ministry of Finance (MOF), the Ministry of Planning, Monitoring and Administrative Reform (MPMAR), business associations, other private sector representatives, as well as other Government of Egypt (GOE) agencies and international organizations working in the area of macroeconomic stabilization.

Purpose:

The MESR project is seeking an Internal Auditor for a short-term (30 days) technical assistance assignment expected to commence in late March or April 2019 to support a GOE Internal Audit Department. During the assignment the Internal Auditor will conduct an initial review of the Internal Audit Department in order to identify areas where technical assistance may be beneficial to the Department. Based on this review, the Internal Auditor will assist the Department in developing a technical assistance plan. In addition, the Internal Auditor will conduct training on performance audits and provide organizational support to the Department based on international best practices, which will include support in developing a risk assessment function. Last, the Internal Auditor and MESR’s Communications Advisor will support the Department in developing a communications plan to explain the objectives and functions of the Department.

Responsibilities and Key Tasks:

  • Review the organizational structure and functions of the Internal Audit Department and assist the Department in developing a technical assistance plan.
  • Design a training course and provide training on performance audits.
  • Provide organizational support to the Department based on international best practices, including support in developing a risk assessment function to identify and evaluate risks based on probability and impact on stakeholders.
  • With the MESR Communications Advisor, support the Internal Audit Department in developing a communications plan to explain the objectives and functions of the Department.
  • Additional tasks as required.

Qualifications:

  • Bachelor's degree in accounting, economics, finance or related field applicable to internal audit. Master’s degree preferred.
  • At least 7 years’ experience working as an Internal Auditor, preferably for a government internal audit department.
  • Experience working with representatives of government internal audit departments.
  • Thorough knowledge of International Internal Audit Standards (IIAS) and experience applying IIAS to government internal audit departments.
  • Experience providing training on risk assessment and performance audits.
  • Certified Internal Auditor certification required.
  • Experience working on technical assistance projects funded by the World Bank, IMF, USAID or other donor organizations preferred.
  • Effective communication and writing skills.
  • Fluency in English. Knowledge of Arabic would be an advantage.

Location and Reporting:

The Internal Auditor will be based in Cairo, Egypt and will report to the MESR PFM Team Lead.
