Iraq Governance and Performance Accountability Project (IGPA) - Takamul
Public Financial Management Lead (LTTA)
Project Background:
The purpose of the Iraq Governance Performance and Accountability (IGPA) - Takamul project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public-sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA/Takamul will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA/Takamul has four (4) objectives:
Enhance GOI service delivery capacity
Improve public financial management
Strengthen monitoring and oversight of service delivery and public expenditure
Support Iraqi change agents (cross-cutting objective)
Purpose: The Public Financial Management (PFM) Lead will work under the direction of the Deputy Chief of Party to lead the implementation of activities addressing national public service reforms related to local government: increasing fiscal decentralization, increasing administrative decentralization, and implementing legislative reforms.
Responsibilities and Key Tasks:
The PFM Lead will be responsible for the below tasks:
Program Development
- Lead the creation of a work plan and schedule of activities to support service delivery and improvement from a Public Financial Management perspective
- Develop an integrated approach towards capacity building and PFM systems improvement in coordination with all objectives and regional offices of IGPA/Takamul
Program Implementation
- Provide technical leadership and manage the Objective 2 team to accomplish project objectives and results, measured by project performance indicators that have the overall objective of improving provincial and national government public financial management.
- Design and monitor activities that: support the recently created Iraqi Administrative and Financial Affairs Departments (AFADs); develop federal financial oversight mechanisms of provincial provinces; enhance provincial revenue generation, collection, and management; enhance budget-cycle planning, development, and execution against decentralized expenditure assignments.
- Collaborate with other Objective Leads to determine how IGPA/Takamul’s PFM component can best address the IGPA’s overall goal of improving the Iraqi Government’s response to citizens’ needs, ensuring that there is an integrated approach to activity implementation and that component activities support each other.
- Maintain constructive relationships with all IGPA subcontractors and partners implementing PFM work
- Work closely with IGPA Baghdad and regional offices to direct the implementation of activities held on a regional and provincial levels.
- Contribute data and analysis to monthly, quarterly, annual and ad hoc communications reports, and Monitoring, Evaluation, and Learning reports and provide verbal briefings to USAID on PFM developments as requested
- Monitor the PFM landscape in Iraq, reporting any notable changes that impact IGPA work and adjusting activities accordingly in coordination with the other IGPA Objective Leads
- Contribute to other written presentations in MS Word, Excel and/or Power Point formats at the request of the Deputy Chief of Party.
Qualifications:
- A master’s degree with 5 years of relevant professional experience in the PFM field PFM, or bachelor’s degree with a minimum of 10 years of related experience
- Experience working with government institutions, preferably in Iraq
- Prior experience on USAID projects preferred
- Proficiency with MS Office software
- Excellent English writing, speaking, and reading skills required
- Excellent Arabic speaking and reading skills are preferable
Location and Reporting:
The Public Financial Management Lead will be based in Baghdad, Iraq and will report to the Deputy Chief of Party.
