TASHAROC – FOR AN OPEN REGION | TERMS OF REFERENCE
MID-LEVEL CONSULTANT
SUPPORTING THE CONSULTATIVE BODIES OF THE TTAH REGION IN DEVELOPING POLICY PROPOSALS
May - December 2019
Background
The purpose of the Tasharoc project is to support implementation of Morocco’s Advanced Regionalisa-tion process in the northern region of Tanger, Tétouan and Al Hoceïma (TTAH), through the provision of technical assistance and capacity building to its regional government bodies and civil society. It is struc-tured around the following three key areas: strengthening the capacity of regional government bodies, primarily the TTAH Regional Council (RC) to better deliver on and respond to the needs of citizens; providing support to more effective service delivery, particularly on implementation and monitoring of the Plan de Développement Régional (PDR); and convening opportunities for improved dialogue and col-laborative working between regional stakeholders (government institutions, civil society, media, private sector and citizens). Tasharoc is a two-year project based in Tangiers, funded by the UK Government and implemented by a consortium of DAI, NDI and Golden Resources.
Regional Council
The RC is an elected local body governed by public law and is, according to Organic Law 111-14, in charge of various development areas in the region. The RC of the TTAH region is one of the 12 regional councils in Morocco that constitute the first administrative division in the framework of advanced regionalization.
Consultative Bodies (CBs)
As stated in Article 117 of the Law N° 111-14, The RC has established three advisory councils: Consulta-tive Body of Youth; Consultative Body of Civil Society; and Consultative Body of Economic Actors. The role of these CBs is to provide the RC with their insights, views and opinions about the PDR and to pro-pose ways to improve regional policy making.
Scope of work
As part of its technical support to the CBs of the TTAH regional council, TASHAROC seeks to hire a Con-sultant to train CBs and provide technical assistance in policy development. Through training sessions and technical assistance, CBs would be equipped with the necessary skills to formulate policy proposals related to the PDR projects. The expert is to ensure that the policies are based on citizens’ needs and concerns in the region, relying on the data gathered from the online surveys the CBs have already launched. The Consultant will therefore assist the CBs in:
Analyzing data gathered in the “Community Needs Assessment”
Utilizing the data in proposing alternative policies
Presenting policy proposals to the RC
Communicating results back to the citizens
Developing a social media communications strategy to promoting this process
