ABOUT THE PROGRAMME
The Tackling Deadly Diseases in Africa Program (TDDAP) aims to save lives and reduce the impact of disease outbreaks and epidemics.
The program addresses weak public health services, surveillance, cross-border coordination, communication, behaviours and infrastructure affecting the spread of disease. Delivered by WHO AFRO, DAI and a third-party monitoring supplier, TDDAP will strengthen health systems and institutions, including the World Health Organisation Africa Regional Office (WHO AFRO), to deliver better health security, and improve disease preparedness and response.
DAI Global Health is responsible for implementing the four-year TDDAP Project, a segment of the larger program, funded by the U.K Department for International Development, in six countries (Cameroon, Uganda, Côte D’Ivoire, Niger, Mali, Chad). The TDDAP Project will also provide an emergency response contingency mechanism should a pre-crisis situation arise across sub-Saharan Africa.
The DAI-led TDDAP Project will support country leadership and accountability for integrated health security planning using infectious diseases as an entry point for improved adherence to International Health Regulation standards. Specifically, DAI and partners will provide technical assistance to the four of the five TDDAP Outputs:
• Output 1 – WHO AFRO Reform – No DAI engagement
• Output 2 – IHR Capacities: Ensure policy and plans, capabilities and capacities, and ac-countabilities for delivery are established at the national, district, sub-district and commu-nity level; and support harmonization across other cooperating agencies in support of country strategy;
• Output 3 – Governance and Accountability: Strengthen civil society networks and govern-ments to use data for better accountability; and
• Output 4 – Data, surveillance and evidence: Contribute to strengthening data and surveil-lance systems including at community level.
• Output 5 – Rapid Response: Provision of an emergency response contingency mechanism in a situation of pre-crisis
Core partners include ICI-Santé, Liverpool School of Tropical Medicine, and Fondation Mérieux in addition to resource partners, Institute of Development Studies, EHealth Nigeria, and DAI Global Health affiliate IntraHealth.
SCOPE OF WORK
The Financial Manager will be responsible for all field-financial components of the programme and its compliance with the head contract terms and conditions.
The Financial Manager will be responsible for maintaining accounts for the TDDAP project at country and liaising with the DAIE project accountant for accounts at international level, ensuring proper management of all funds according to the established procedures, complying with key financial performance indicators and monitoring VfM approach. The finance manager will support the preparation of budgets for the overall project and for specific activities, monitoring field expenditures and conducting bank reconciliations as required. She/he will be responsible for supporting the Programme and Finance Officers in country, the Operations Director, Grant Manager and the DAI Europe Project Accountant and Manager.
DUTIES AND RESPONSIBILITIES
Planning and Reporting
• Support Operations Director and Programme manager in developing annual budgets of expenditure as well as quarterly forecasts against budget statements
• Support development of programme workplans and budget
• Allocate project funds among various program activities
• Track expenditure against approved budget lines. Ensure value for money in procurement/spending.
• Produce Project financial reports develop and implement the financial systems and procedures consistent with DFID requirements
• Provide information and reports to grants management function including grantees due diligence
• Prepare ad hoc reports for appropriate management as necessary or requested.
Support to Country Finances
• Coordinate and work closely with country finance officers in providing financial planning and reporting information
• Monitor country budgets and expenditures, in line with country finance system including spot-check
• Visits country offices for training and support as required
• Should an outbreak occur and the ERM fund triggered, manage ERM fund working closely with the ERM grant manager in carrying out further suppliers’ due diligence and fiduciary risk management, grant disbursements and reporting.
Financial Compliance
• Develop and review financial and administrative policies and procedures for effective man-agement of the programme
• Implement and enforce all policies and procedures related to financial matters
• Implement finance, accounting and procurement guidelines, including preparing analysis of quotation and verify items for procurement
• Support the DAIE project accountant in accurate processing of all project transactions including project invoices in the established accounting system in line with Operations Manual
• Establish and maintain adequate system in accordance DAI Europe accounting and administrative regulations
• Coordinate annual and other financial audits—including preparation of supporting schedules and information, accurate filing systems are maintained, respond to auditor questions, and consolidate report formats.

REPORTING
The Finance Manager will report to the Programme Operations Director.
PLACE OF WORK
The Finance Manager will be based in the UK with possible international travel.
REQUIREMENTS
• Extensive experience overseeing finance & accounting aspects of international aid pro-grammes (preferably for DFID).
• Experience managing financial planning, forecasting, budgeting, expenditure, controls and analysis within donor funded projects.
• Previous experience working and delivering results in Africa, particularly West Africa
• Experience in implementing and managing financial control mechanisms
• Experience managing finance teams
• Excellent oral/written communication skills in English.
• Demonstrated interpersonal and skills and experience working in collaboration with multiple stakeholders
• Excellent computer skills, including proficiency in Microsoft Office suite and experience using health database systems
• French fluency required
• Must be eligible to work in the UK
