Prosperity Fund Mexico – Better Health

As part of the wider Prosperity Fund, funded by the UK Foreign & Commonwealth Office, and in line with the commitment to SDG 3 on good health and well-being, the ‘Better Health’ Programme (BHP) aims to support partner countries in their health systems’ reforms with the goal of expanding Universal Health Coverage (UHC) and improve health and related economic growth outcomes.

The main objectives of the programme are to support:

  • Strengthening local health system structures and workforce capacity to address the growing burden of non-communicable diseases (NCDs);
  • Strengthening local health system structures, processes, governance, regulation and capabilities to create systematic mechanisms to drive improvements in quality of care.

The Better Health programme will focus on 3 main outcomes/output:

  • Strengthened national processes and systems to prevent, control, monitor and act on NCDs.
  • Reduction in Health Inequities, Changed Population Behaviours to NCD Prevention, Control and Management Through Evidence-Based Targeted Policies and Programmes, including strengthened national processes for monitoring and acting on national health inequities.
  • Stronger Health Leadership and Workforce that Enables Effective Policy Engagement, Design and Delivery.

The Role

The Senior Technical Officer (STO) will provide ongoing technical and operational support to the Team Leader and Project Leadership Team for Mexico Better Health programme. This includes supporting with the coordination and implementation of programme activities in accordance with the work plan and its calendar of activities.

Specific responsibilities include inter alia:

1. Technical Delivery and Data Analytics

  • Support technical assessments - contribute to study design; conduct background research on existing research institutions and universities working in the Mexican health sector on strengthening health systems and UHC coverage; collaborate with the Workforce Lead to oversee survey activities and interview sector experts; draft final report

  • Identify existing accreditation/standardization schemes in the Mexican health sector including but not limited to pharmaceutical certification, UHC policy recommendations, standards of care, health governance strategy; map Mexican certifications/standards/policies against international certifications/standards/policies

  • Conduct desk-top market research and stakeholder mapping

  • Draft, review, edit, and format reports, briefs and PowerPoint (PPT) decks for technical programme activities (ex: written brief documenting a stakeholder forum or a PPT deck with the outputs of baseline study)

  • Work with the Team Lead, Output Leads, Monitoring Evaluation Reporting and Learning Manager, and Technical specialists to conduct baseline studies and gap assessments that include interviews, data collection, qualitative and quantitative analysis

2. Project Management

  • Support the Team Leader and Output Leads with the coordination of inception phase-related activities, and monitor programme progress and deliverables, including workplanning activities
  • Set up meetings with partners and external stakeholders, and provide logistical/operational support
  • Schedule meetings, take minutes, circulate meeting briefs and follow-up action points
  • Facilitate information sharing amongst the core Mexico-based leadership team, DAI’s teams in the UK and USA, and relevant programme partners
  • Create and maintain comprehensive programme documentation, including maintaining electronic and hard-copy databases and filing systems
  • Liaise with the Finance and Operations Manager to ensure any invoicing is processed on time
  • Manage the Office/Administration Assistant with oversight of workflow and acting as backstop and reporting line for their daily tasks
  • With the other team members, nurture and maintain team spirit and a collegial working environment that reflects DAI’s core principals of integrity, responsibility, excellence and global citizenship and the programme’s commitments to gender equality, diversity and inclusion.
  • Provide support to Project Leadership Team
  • Comply with DAI ethics, safeguarding and security policies and procedures

3. Knowledge Management and Communications

  • Under the supervision and direction of the Team Leader, coordinate the efforts of Output Leads, the MREL Manager and Communication Manager, external consultants, subcontractors and assist in developing communications materials, technical guides and marketing products.
  • Manage the programme’s technical library by ensuring information is updated, relevant and easily accessible and that databases (including TAMIS, Sharepoint and other platforms) are maintained for programme activities
  • Facilitate information sharing between all team members including Project leadership, technical experts, external consultants, operational staff and where necessary external partners

Requirements

  • A minimum of five years’ experience in project management and implementation, ideally of similar large scale, complex health projects
  • Solid knowledge of project management techniques and tools (e.g. project cycle management, logistical frameworks, reporting)
  • Experience conducting research and the ability to analyse complex data and share it with varied audiences in a targeted and relevant way to promote understanding and engagement
  • Sound judgment and decision-making skills, with the ability to systematically break down complex problems, troubleshoot and provide solutions
  • Excellent communication and relationship building skills, with an ability to negotiate, and work with a variety of internal and external stakeholders
  • Very strong organisational and management skills: ability to plan, organise, coordinate and ensure the delivery of outputs to high standards on time
  • Demonstrated leadership, integrity, and versatility
  • English and Spanish fluency (written and spoken)
  • Advanced degree (e.g. MSc, MBA) in a relevant field

Reporting and support

The post holder will report to the Team Leader and be supported by the Office/Administration Assistant(s).

Security

All project staff (LTTA, STTA, ICAs, and others) are responsible for:

  • The safety and security of themselves and co-workers.
  • Adhering to security instructions issued in this PSP or issued by the SFP.

Staff have a responsibility to report to the SFP any of the following;

  • Any threat or incident directly affecting staff safety or project continuity.
  • Updates on the security situation in their area of responsibility.
  • All travel plans, including contact information and estimated dates of travel.
