Project Background:
The USAID TAHSEEN Project will support the Government of Tunisia (GoT) to design and develop reforms, systems, and mechanisms to enable inclusive economic growth. TAHSEEN will focus on e-Governance and Economic Reforms, including fiscal and budgetary reforms, based on international standards and best practices. The project will provide e-governance, budgeting, and more, and will encourage greater public-private dialogue. TAHSEEN will achieve results through three main objectives:
- Enhancing Capacity of the GoT to Manage Public Finances
- Advancing Reforms in the Business Climate
- Improving Communications, Engagement, and Consultations Between the GoT, Private Sector, and Civil Society
Purpose:
The Network Engineer will play a key role on the IT Project Management team, providing software design and development expertise, as well as coordinating closely with the GoT Ministry of Finance (MOF).
Responsibilities and Key Tasks:
- Provide technical expertise for Public Financial Management Information System (PFMIS) diagnostic with the MOF and contribute to PFMIS diagnostic report to USAID.
- Work with internal and external stakeholders to determine PFMIS core functional and technical requirements.
- Contribute to development and design of PFMIS.
- In coordination with Software Team, design and implement core PFMIS modules.
- Provide quality assurance tests to ensure operability of PFMIS modules.
- Manage migration of data from existing IT system.
- Other tasks as needed.
Qualifications:
- At least 7 years of professional experience, including significant experience in software development and IT project management.
- Bachelor's degree (or equivalent) in Computer Science, Computer Software / Computer Systems Engineering or related field of study. Advanced degree preferred.
- Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
- Experience assessing, designing and implementing new networks solutions and / or improving the efficiency of current networks.
- Experience providing inputs and quality assurance to IT-focused request for proposals (RFP) also an advantage.
- Oral and written fluency in English. French and Arabic experience preferred.
