Monitoring, Evaluation, and Learning Specialist

Background: DAI is an international consulting firm headquartered in the United States with branch offices in Mozambique. DAI is accepting CVs from candidates for a MEL Specialist for the USAID Office of Transitions Initiatives (OTI)-funded Mozambique program.

Position: The Monitoring, Evaluation, and Learning (MEL) Specialist will be based in Pemba, Mozambique and will report to the Chief of Party and will supervise the project’s Information and Reporting Officer and MEL Officers. This is a local hire position and applicants must have the legal right to work in Mozambique.

Responsibilities: The Monitoring, Evaluation and Learning Specialist will:

  • Oversee the execution of the M&E strategy for all activities.

  • Recommend practical tools and methodologies to aggregate data from a variety of sources and report out on it.

  • Contribute to the activity design process in order to ensure an appropriate M&E plan is designed for each grant activity.

  • Ensure that program and activity level M&E is coordinated and in line with methodology established by the client.

  • Assist with program-level evaluation.

  • Conduct monitoring visits to activity sites, sometimes in remote locations.

  • Provide supervision to direct reports including the Monitoring and Evaluation Officers and the Information and Reporting Officer.

  • Other Duties assigned by the Chief of Party that are consistent with the overall focus of the assignment.

Qualifications:

  • University degree in political science, business administration, or related field.

  • Minimum five years of professional experience in program monitoring and evaluation or a related field.

  • Demonstrated analytical and assessment skills (including primary research and mixed-methods analysis).

  • Dynamic personality with demonstrated creativity and a willingness to learn.

  • Strong computer skills (MS Office suite) required.

  • Experience working in a related role on a donor-funded program preferred.

  • Experience with grants or small grants under contract programs preferred.

  • Networks in Palma and Mocímboa da Praia Districts desirable.

  • English proficiency and Portuguese language fluency required; Proficiency in languages of Cabo Delgado (such as Mwani, Makua and Makonde) is desirable.
