About the Programme
Consolidating Democracy in Pakistan (CDIP)-Tabeer is a UK-Aid funded programme with a budget of £21 million. Its objective is to support the consolidation of democratic practices in Pakistan by strengthening the capacity of its political institutions to be more capable, accountable and responsive to the needs and aspirations of the Pakistani people. CDIP contributes towards these goals by working in four thematic areas: i) improving elections management and oversight processes; ii) building capacity of parliamentary institutions and parliamentarians; iii) strengthening political parties’ structures and systems; and, iv) expanding democratic space by working with civil society organisations and the media. The programme is implemented by a consortium led by DAI together with British Council and the Pakistan Institute for Legislative Drafting & Training (PILDAT).
Scope of the Work
DAI is looking for a Team Leader to provide overall technical and operational leadership to CDIP, ensuring technical quality control, impactful delivery and an effective partnership with all relevant sector stakeholders.
Duties and Responsibilities
Specific duties and responsibilities include, but are not limited to the following:
Programme management
- Hold overall responsibility for the technical and operational delivery of the programme as per contractual terms of reference (ToR).
- Provide strategic oversight, technical direction to the programme.
- Ensure timely and quality delivery of all contractual deliverables as detailed in CDIP ToR and annual workplans.
- Highlight and address any risks and challenges to the programmes delivery and protect its reputation.
- Be highly responsive to client and meet expectations in partnership with project team and DAI Head office.
- Oversee the institutionalisation of an effective Monitoring, Evaluation and Learning (MEL) strategy including the development of and adherence to a logical framework, and work with the CDIP team to design activities that will lead to measurable results.
- Initiate changes to the programme logical framework and ensure that set milestones and targets are achieved.
- Manage subcontractors to ensure quality and timeliness of delivery and results at project level
- Quality assure requests for short-term technical assistance (STTA) and ensure all deliverables produced through STTA missions are in line with DAI and client quality standards.
Client and other stakeholder management
- Manage sector relationships with the programmes key stakeholders, and ensure expectation are met and well understood.
- Serve as the primary point of contact for BHC and key sector actors, forging and maintaining strong, positive relationships.
- Manage client and beneficiary expectations from the outset, including defining and agreeing key success criteria for all project deliverables.
- Liaise closely with the donor counterparts to ensure client satisfaction.
- Act as DAI’s representative as well as on behalf of the BHC technical assistance programme in all meetings.
Team Management
- Provide leadership in order to motivate and manage the CDIP team to deliver a successful programme.
- Ensure quality of programme delivery through mentoring the CDIP team and providing feedback on their performance as well as areas for improvement.
- Nurture and maintain team spirit and a collegial working environment.
Financial:
- Oversee and ensure project financial practices are in compliance with DAI and DFID contractual rules and regulations, supported by the Operations and Finance Team.
- Oversee and monitor overall programme profitability and programme non-billable costs.
- Monitor budget oversight, tracking and management.
Other:
- Act as primary point of contact with DAI head office on programme implementation, budget, and personnel issues.
- Work to ensure that the CDIP team complies with DAI Ethics, Safeguarding and Security policies, including completing DAI ethics training annually.
- Act as an example for team members to follow and discuss ethics issues openly.
- Additional tasks as per the Programme ToR, DAI’s Technical Proposal or Project Director requests.
Reporting
The Team Leader will report to the UK based Programme Director.
Place of Work
The Team Leader will be based in Islamabad with frequent nationwide travel.

Key qualifications and skills
- At least 12 years of professional experience in management leadership roles on donor funded development programmes, with proven expertise in leading teams to deliver results.
- Demonstrated experience working in contexts where technical assistance is provided to State institutions, especially in Pakistan, on UKAID funded programmes is highly preferred
- Experience in providing technical assistance to electoral and democratic processes and institutions in Pakistan or comparable contexts.
- Demonstrated ability in responding to Head Office and client request in a proactive and professional manner.
- Master’s Degree in business, international development, economics or another relevant field.
- Previous management experience of DFID-funded or other donor projects including familiarity with donor management tools, mechanisms and procedures.
- Demonstrated proficiency in client management and coordination with multiple stakeholders.
- Decision-making ability and judgment based on significant technical and management experience.
- Experience of writing reports for corporations, donor agencies, the media, and other audiences.
- Understanding of the cross-cutting approaches (e.g. gender equality and social inclusion, PEA, conflict sensitivity, VfM, M&E etc.) and integration to development programming.
- Analytical skills to guide Programme activities in different context specific scenarios.
- Problem solving and result achieving attitude.
- Effective interpersonal communications and professional integrity.
- Ability and willingness to travel within Pakistan.
