Background:

DAI seeks a Procurement Officer for a five-year, $24 million dollar USAID-funded agriculture program. The Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM) works with agro-industry/agribusiness firms, Government of Uganda institutions and agencies, and market actor organizations on creating efficiencies in cross-market functions that enhance systemic changes to sustainably increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. The Activity contributes to the Global Food Security Strategy (GFSS) Uganda Country Plan goal of reducing hunger, malnutrition, and poverty, as well as the USAID/Uganda Country Development Cooperation Strategy’s (CDCS) 2016-2021 five-year goal of strengthening Uganda’s systems to accelerate inclusive education, health, and economic outcomes. The Activity works throughout the FtF Uganda Zone of Influence (ZOI), which covers 38 districts spread across four regions of Uganda.

Responsibilities:

  • Monitor, track and expedite all project procurement activities and delivery status of goods/services.
  • Solicit bids and quotes from vendors for items in adherence with program policies.
  • Act as a member of the procurement selection committee and ensure that the committee works collaboratively to make a final selection of vendors, suppliers, sub-contractors etc.
  • Support the Director of Finance and Administration to procure in-kind support for grants and determine the most reasonable, fair, and expeditious procurement needs for grants.
  • Through market research efforts, identify and pre-qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
  • Work closely with the team to establish and maintain vendor and supplier database, procurement lists and schedules.
  • Conduct price/cost/reasonability analyses.
  • Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods.
  • Prepare complete backup documentation for procurement purchases & submit to project’s Finance Team.
  • Ensure DAI/USAID and FAR policies, and procedures are followed and enforced.
  • Enforce use of DAI’s operations & procurement system (TAMIS).
  • Maintain electronic procurement records & files in various DAI’s system platforms.
  • Work closely with home office support staff.

Qualifications:

· Bachelor’s degree in Business Administration or related field.

· 5+ years of relevant experience and progressive responsibility in procurement at the mid-level of an organization.

· Minimum 2 years’ experience working in a procurement role for USAID funded projects.

· Experience leading and managing the procurement & acquisition aspects of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations.

· Knowledge of USAID’s donor policies and procedures related to procurement and inventory management.

· Fluent English required.

Supervisory Responsibilities:

The Procurement Officer will have no supervisory responsibilities.

Reporting:

The Procurement Officer reports to the Director of Finance and Administration
