Outline of the Programme:
The overall objective of the E-READI facility is to support ASEAN integration with poverty alleviation as key underlying principle. The facility purpose is to support the implementation of the ASEAN Community blue prints, drawing on European experience and know how through sectoral policy dialogues (at all levels and including democratic institutions and Civil Society) supporting thus the policy development processes in areas of joint interest, and providing capacity building covering the three pillars of the ASEAN Community:
(1) the ASEAN Security and Political pillar, including but not limited to, Human Rights, Maritime Cooperation, Peace and Reconciliation;
(2) the ASEAN Economic pillar, including but not limited to sciences and technology, Information and Communication Technologies, energy, trade related aspects not covered by other EU-ASEAN projects, and
(3) the ASEAN Socio-Cultural pillar, including but not limited to, climate change, disaster management, environment, education, working toward achieving sustainable development goals; and also support the reflection on how to narrow the development gaps between ASEAN most developed countries and its newer members (Cambodia, Lao PDR, Myanmar and Vietnam - CLMV).
Objectives of the role: The Team leader will be in charge of the overall management of the project in terms of organization, implementation, monitoring, reporting and content. Tasks will be further defined based on the Terms of Reference for the project.
Expected Start Date: November 2016
Project Location: ASEAN region (exact location to be decided)
Qualifications and Skills:
- A Master’s Degree or equivalent in public administration, international relations, social sciences, or a discipline related to the issues covered in the programme
- A thorough knowledge of regional integration, in particular ASEAN and EU integration policies
- Proven experience as a Team Leader
- Proven organisational, communication, mobilisation and change management skills
- Proven ability to develop solid partnerships with high level officials in order to achieve project results
- Proven access to a network among EU and ASEAN practitioners and experts in the topics covered by the programme, which will allow him to identify and select the most appropriate candidates for the short term expert positions
- An excellent verbal and written command of English is essential.
- Knowledge of an ASEAN language would be an asset
General Professional Experience:
- Preferably 15 years professional experience related to a programme of this nature in an intergovernmental institution, international organisation, or international consulting firm, but a minimum of 7 years required
- Preferably 7 years of experience in managing cooperation programmes in developing countries, preferably in Asia, but a minimum of 2 years required
- Relevant professional experience in ASEAN or AMS would be an added advantage
Specific Professional Experience:
- Management and participation in multi-disciplinary projects.
- Experience in sectors such as the ones covered under the READI Facility: i.e. energy, science and technology, trade, employment, higher education, disaster management, civil society participation
- Proven knowledge of European Commission project management procedures and financial regulations, preferably through management and participation in EC-funded technical assistance projects of similar size and/or contractual value
