Human Resources Officer

Background: DAI is an international consulting firm headquartered in the United States with branch offices in Mozambique. DAI is accepting CVs from candidates for a Human Resources Officer for the USAID Office of Transitions Initiatives (OTI)-funded Mozambique program.

Position: The Human Resources Officer reports to the Deputy Chief of Party-Operations (DCOP-Ops) and will oversee human resources for the project. This position is based in Pemba, Mozambique. This is a local hire position and applicants must have the legal right to work in Mozambique.

Responsibilities: The Human Resources Officer will:

  • Oversee all human resources operations on the project, including recruitment, hiring, employee on‐boarding, staff orientation, performance reviews, and disciplinary action in compliance with USAID rules and regulations, DAI policies, and local labor laws.

  • Facilitate recruitment and hiring process by advertising vacancies, shortlisting resumes, scheduling and observing interviews, collecting required documents, checking references, and verifying salary history. Coordinate and supervise the preparation of employment agreements for staff.

  • Assist expatriate staff to obtain necessary visas, including liaison with immigration authorities and visa agents, as required.

  • Train supervisors charged with conducting evaluations of staff members in their units and monitor compliance with the process.

  • Mitigate and resolve human resource conflicts and issues, seeking assistance and guidance from the Chief of Party or other senior staff members as needed.

  • Maintain the Human Resources Management section of the program’s Field Operations Manual.

  • Maintain personnel files in hard copy and TAMIS for all long-term and short-term project staff.

  • Maintain annual, sick, and holiday leave records for all project staff and provide updates on leave balances to staff as necessary.

  • Other duties as assigned by the DCOP-Ops.

Qualifications:

  • University degree in relevant field required

  • Minimum of 4 years of progressively responsible experience in human resources and/or administrative management required

  • Strong computer skills (MS Office suite) required.

  • Experience with grants or small grants under contract programs preferred.

  • Relevant experience working with donor-funded project management preferred.

  • Fluency in one of the local languages of Cabo Delgado, such as Mwani, Makua, Makonde, or Swahili.

  • English and Portuguese language skills are required.
