Background:
DAI seeks a Monitoring &Evaluation Specialist for a five-year, $24 million dollar USAID-funded agriculture program. The Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM) works with agro-industry/agribusiness firms, Government of Uganda institutions and agencies, and market actor organizations on creating efficiencies in cross-market functions that enhance systemic changes to sustainably increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. The Activity contributes to the Global Food Security Strategy (GFSS) Uganda Country Plan goal of reducing hunger, malnutrition, and poverty, as well as the USAID/Uganda Country Development Cooperation Strategy’s (CDCS) 2016-2021 five-year goal of strengthening Uganda’s systems to accelerate inclusive education, health, and economic outcomes. The Activity works throughout the FtF Uganda Zone of Influence (ZOI), which covers 38 districts spread across four regions of Uganda.
Responsibilities:
- Elaborate the Activity results framework to identify key deliverables and targets for the IAM Activity
- Develop definitions and reference sheets for all the indicators, outcomes and results
- Support the design of data collection systems to measure Activity performance and impact,
- Support management of the AMELP, developing data collection methodology and tools.
- Manage the implementation of baseline surveys, program indicators and targets, and gather qualitative and quantitative data related to those indicators and targets.
- Provide performance monitoring and evaluation to include developing appropriate indicators, implementing systems to safeguard the collection and management of program data, and recommending changes to performance monitoring and work plans.
- Provide training on paper-based and electronic tools and methodologies to partners as needed.
- Ensure timely preparation of M&E related progress reports.
- Provide data analysis in support with periodic reporting and lessons learned.
- Report to USAID using Feed the Future data entry systems.
- Conduct internal and grantee data quality assessments to test the validity and reliability of data used to measure program impact.
- Undertake regular field visits to cross check accuracy of data from partners, and to support field data collection staff if any.
- Perform other duties as assigned by the Monitoring, Evaluation & Learning Advisor, as well as the Learning Advisor.
Qualifications:
- Master’s degree in a related field.
- At least 5 years of progressively responsible experience in monitoring and evaluation, data management or knowledge management.
- Experience working with international donor agencies; experience in USAID M&E function with responsibility for data collection and reporting. Experience in designing M&E systems for market development programs is a plus.
- Substantial experience with survey design, supervision and analysis.
- Experience training local partners and staff in M&E and data collection, data management, research ethics and research methodologies preferred.
- Experience conducting qualitative and quantitative research.
- Experience with databases and database management.
- Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders.
- Excellent communication skills (verbal and written).

Supervisory Responsibilities:
The Monitoring & Evaluation Specialist will have no supervisory responsibilities.
