USAID Tayar Nepal - Improved Disaster Risk Management Project
Position: Technical Director for Integration
Type of Employment: Long-Term Technical Assistance
Level of Effort: Full time for 1 year, with an option to extend for a second year (260 days/year)
Period of Performance: On/about June 1, 2020 to July 31, 2021/2022
Base of Operations: Kathmandu, Nepal
Project Background:
USAID/Nepal’s Tayar Nepal– Improved Disaster Risk Management Project (Tayar Nepal) will strengthen the capacity of Nepal’s national and sub-national institutions responsible for disaster risk reduction, preparedness and response. Nationally, Tayar Nepal works with the newly created National Disaster Risk Reduction and Management Authority (NDRRMA) and other disaster risk reduction and management (DRRM) entities to improve how national-level systems and institutions address all types of risks caused by natural hazards and disasters. Locally, Tayar Nepal works in target municipalities to enhance local DRRM capacity by working with existing and new local bodies and communities to identify and implement successful DRRM initiatives which are consistent with national level policies and guidelines. In the event of a disaster, USAID/Nepal may engage the project’s rapid emergency response mechanism. The program will apply lessons learned from disaster response efforts to improve national-level DRRM systems and municipal-level risk-reduction activities.
Purpose:
With a focus on strengthening urban governance and resilience, the Technical Director for Integration will support the Chief of Party (COP) and Tayar Nepal team to spark innovation and operationalize integration across the program’s national and municipal programming. Collaborating closely with the DCOP, component leads and cross-cutting director, the Technical Director of Integration will be empowered to meaningfully integrate multisectoral approaches and program learning into workplans, and activity and grant design. They will oversee a team of technical integration staff who work across Tayar’s components including the Private Sector Engagement Specialist, Organizational Development Specialist, Curriculum Design and Training Specialist, and, DRRM Community Engagement Specialist.
Tasks:
- Grounded in a multisectoral approach and drawing on the deep DRRM technical expertise within the Tayar Nepal team, stimulate creativity and innovative program execution by exposing staff and grantee partners to international best practices in economic growth, urban resilience climate change adaptation, and DRRM and related national and sub-national governance aspects adapted to the Nepali context.
- Informed by the 2018 Private Sector Landscape Assessment and subsequent program learnings, explicitly integrate the private sector into all facets of programmatic interventions. Engage a broad spectrum of private sector actors to expand programmatic interventions into new sectors which may include insurance, finance, real estate, tourism and watershed management, or others as relevant. Where promising interventions are identified through pilots or other means, replicate impact through new partnerships and engagement through associations, media or otherwise.
- Instill shared responsibility to integrate learning into program design and implementation. This includes facilitation of co-design annual work planning, bi-annual pause and reflect workshops, ongoing evaluation of results, and leveraging of resources to accelerate development impact across Tayar Nepal’s programming. Instill shared responsibility to integrate learning from annual political economy analysis into day-to-day program interventions.
- Supervise a team of technical integration staff including the Private Sector Engagement Specialist, Organizational Development Specialist, Curriculum Design and Training Specialist, DRRM Community Engagement Specialist, and work with each to push beyond “business as usual” approaches that will yield potentially game changing results for Nepal.

Reporting Relationships:
The Technical Director for Integration will report to the COP and work in close coordination with senior program management including the DCOP, Cross-cutting Team Director and Director of Operations.

This is a full-time position for one year (260/days per year), with an option to extend to two years
Qualifications:
The Technical Director for Integration should possess the following qualifications:
- A master’s degree in a related field with a minimum of 10 years of relevant work experience, including field experience in a management position on a donor-funded program.
- Demonstrated experience in leading activity design that adapts international best practice to a local country context.
- Demonstrated experience in adaptive program management, monitoring and evaluation (M&E), and staff and stakeholder capacity building.
- Strong, demonstrated communication and partnership abilities.
- Experience of working in similar country situation and deep understanding of urban governance and urban resilience (integrated multisectoral-Socioeconomic, ecological, physical infrastructure).
- Demonstrated experience of designing, integrating and implementing similar DRRM projects in urban/semi urban settings and introducing/implementing new tools, technologies and practices.
- Experience in national and subnational multi stakeholder engagement including with government, civil society and the private sector.
- DAI experience strongly preferred
