Development of Social Behavior Change Communication (SBCC) package for WASH COVID-19 Response, Recovery and Resilience

a) Introduction

In March 2020, the Government of Kenya (GOK) reported its first COVID-19 case in the country. Since then, the GOK has confirmed that over 30,000 people across Kenya have tested positive for coronavirus. The upsurge has been attributed to increased incidences of community transmission which are unlikely to end unless critical infection prevention measures are in place. As a result, the Kenyan Government has instituted a massive behavior change campaign, with many development partners re-aligning their project activities to support a common cause to curtail COVID-19 transmission.

The Kenya Integrated Water, Sanitation, and Hygiene (KIWASH) Project is a USAID-funded project with a primary goal to improve the lives and health of Kenyan citizens in nine counties through supporting the development and management of sustainable WASH services. KIWASH activities are implemented in nine counties in two principal focus areas: Busia, Nyamira, Migori, Siaya, Kisumu, and Kakamega counties in the Lake Victoria Focus Area, and Kitui, Makueni, and Nairobi counties in the Tana/Athi Focus Area. Its purpose is to institutionalize catalytic models of sustainable service delivery for accelerated water and sanitation access in target counties and to improve complementary hygiene behaviors. From September 2020 to September 2021, through a 12-month extension, KIWASH will pivot its activities to respond to the COVID-19 pandemic while maintaining and advancing the development gains with county governments, water service providers, WASH enterprises, and sector stakeholders.

Under the extension, KIWASH must work rapidly in partnership with the MOH, the WASH Cluster, and partners to expand, launch, and/or tailor Social Behavioral Change Communications (SBCC). The focus will include timing and technique of handwashing, transmission pathways, what to do when soap and water are not available, symptom recognition, self-isolation, and social distancing, in particular. The communications will be tailored to sex, age, target and social group, geography, and location (home, market, school) as needed. This SBCC work will complement other KIWASH activities including its work to strengthen WSP performance, increased WASH in Health Care Facilities (HCFs), and Infection Prevention and Control (IPC) in high-risk areas.

b) Detailed Scope of Work

The project seeks a firm to deliver SBCC and enhance the impact of the WASH interventions across the nine counties and, particularly efforts to battle COVID-19, mainstream recovery and resilience in all Government WASH programs. The firm is expected to coordinate messaging with the critical stakeholders leading the response to COVID-19 in Kenya, specifically the Ministry of Health, the WASH Cluster and UNICEF. These stakeholders have developed messages and materials, which can be employed or tailored by the contracted firm to fit the county context. The firm will work in consultation and collaboration with county-led initiatives, USAID partners and local communities to develop and continually update inclusive response and risk communication and community engagement (RCCE) plans and strategies in all project counties. Finally, the firm will develop a practical implementation and monitoring plan that will guide activity implementation across the nine counties for the period between November 2020 –June 2021.
