CAPACITY DEVELOPMENT AND FIELD MANAGER
PROJECT BACKGROUND:
The USAID Liberia Local Empowerment for Government Inclusion and Transparency (USAID LEGIT) project will improve Liberia’s decentralization conditions and capacity by linking improved government performance with stronger accountability to citizens. USAID LEGIT will align government supply of services with citizen-driven demand, using robust performance indicators to allow Government of Liberia partners and citizens to measure government effectiveness. This will result in the strengthened ability of the government to plan, manage, and deliver services with meaningful citizen participation.LOCATION: Monrovia, Liberia
OBJECTIVE:
The Capacity Development and Field Manager manages and coordinates all project activities in counties and cities, including capacity development of county administrations, city councils, and other local partners. The Capacity Development and Field Manager also oversees the project’s M&E system and contributes to knowledge management and communications.TASKS AND RESPONSIBILITIES
• Lead engagement with the Government of Liberia on capacity assessments of target counties and cities to gather baseline data for capacity development support
• Mentor county-based field team to provide technical assistance to local government and civil society organizations
• Work through local and regional service providers to the extent possible to ensure that high-quality customized organizational and technical training is delivered, including support to service providers to enhance their technical range and pedagogical approach
• Work directly with local partners to facilitate capacity assessments, develop or update capacity development plans, and support the adaptive implementation of the capacity development plans
• Oversee the program's M&E system, including data collection methodology and tools, analyses, and M&E reporting
• Undertake periodic reviews of the performance management plan and performance indicator reference sheets to ensure that M&E procedures are responsive to the changing project
• Support timely preparation of progress reports on a monthly and quarterly basisREPORTING AND SUPERVISION:

Supervises the Monitoring, Evaluation, and Learning Officer, Capacity Development Coordinators (3), Urban Planning and Management Coordinators (3), and Participatory Engagement Coordinators (3)QUALIFICATIONS
A university degree in any of the following or related fields: social science, management, international development, or monitoring and evaluation
Approximately 8 years of relevant work experience in international development, of which at least 3 years were in a developing country; sub-Saharan African experience preferred
Demonstrated capabilities in institutional capacity development, and experience in working effectively with sub-national governments to support decentralization reforms
Demonstrated capabilities in methodologies appropriate to complex change processes and capacity development
Prior experience in grants management, including the use of grants to support capacity development objectives
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams
Demonstrated expertise in developing and managing gender-responsive and gender-integrated programs
