Project Name: Taqarib/Libya Local Governance and Civil Society (LGCS) Project

Period of Performance: May 17, 2021 to May 21, 2021

Evaluator: Objective 3 Lead

BACKGROUND

The Taqarib/Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. Taqarib /LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, Taqarib/LGCS will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs

  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.

  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination

  4. Inform Programming through a robust learning and analysis agenda

OBJECTIVES (SCOPE)

Taqarib/LGCS project has a partnership with Women Officials Elected Network (WOEN) to support the elected women member in the municipalities and enhance their role in supporting service delivery in their communities. Taqarib/LGCS is looking for Proposal Development Consultant to provide a training for WOEN. The consultant will provide an in-person training to 5 - 10 participants on Grant Proposal Writing.

TASKS (PERFORMANCE REQUIREMENTS)

· Preparation of training agenda and material. Consultant will develop the training material focusing on the below topics:

o Introduction to project development and management

o History of project development and management.

o Main steps of project management; the 5 phases of project management: project initiation, project planning, project execution, project performance/monitoring, project close out)

o Fundraising and identifying funding channels

o Proposal Development (Evaluation and Submission)

o Facts about successful proposals “examples”

o Application Package and Submission

· Provide a comprehensive training on proposal development. Consultant shall walk the participants through the process of developing a full proposal package, and how to meet donor requirements. He/she will support participants to create a project proposal example for funding during the training.

· Upon completing the training, consultant will submit a report summarizing participants performance, improvement, recommendations…etc.

REQUIRED QUALIFICATIONS

· Bachelor’s degree or equivalent in relevant field.

· At least 5 years’ experience in the field of project development and management.

· Proven experience providing similar trainings.

· An understanding of International donors’ grant requirements.

· Familiar with local governance and municipal work.

· Familiar with civil society work.
