Overview of the Position:
DAI seeks Monitoring, Evaluation, and Learning (MEL) Manager who will lead the design and implementation of the Activity’s Monitoring, Evaluation, and Learning Plan and ensure indicators, evaluation methodology, and data collection systems are appropriate. The MEL Manager will also oversee the Activity’s MEL strategy, systems, and procedures, including the analysis, reporting, and dissemination of lessons learned. The MEL Manager will participate in the development of overall activity strategy and approaches within the context of Activity objectives and lead the development of qualitative and quantitative monitoring indicators and methods for collecting associated data. The MEL Manager will be responsible for linking adaptive management learning with M&E data in a continuous feedback loop through quarterly strategy reviews and after-action reviews. The MEL Manager will supervise the MEL Officer.
Activity Background
The Activity aims to promote private sector civilian ownership of the Myanmar economy by increasing the share held by responsible, accountable, and transparent firms. It engages international and domestic private sector firms and civil society actors across multiple sectors to facilitate investment, trade, and business partnerships, and to strengthen regional economic integration, and improve business accountability, transparency, and competitiveness in Myanmar.
Roles and Responsibilities:
The Monitoring, Evaluation, and Learning (MEL) Manager will work within a team of approximately 28 professionals, and will lead the following tasks:
- Oversee the Activity’s MEL system, including overseeing baseline data collection, analysis, reporting, and dissemination of lessons learned to stakeholders
- Manage the project’s CRM database and be responsible for the integrity and security of information stored within the database
- Provide strategic analysis of CRM’s data to help identify opportunities, provide accurate forecasts, and capture trends;
- Advise the Activity’s Component Leads on targeted marketing outreach to potential partners and beneficiaries
- Lead the design and implementation of Monitoring, Evaluation and Learning Plan and ensure indicators, evaluation methodology and data collection systems are appropriate and practical
- Lead the development of qualitative and quantitative monitoring indicators and methods for collecting associated data;
- Lead the design, contracting (as necessary) and implementation of monitoring surveys and research;
- Ensure that monitoring data are collected and entered into the Activity database for all relevant funded activities;
- Contribute to baseline and end data collection and analysis reports;
- Responsible for linking adaptive management learning with M&E data in a continuous feedback loop through quarterly strategy reviews and after activity reviews;
- Supervise the MEL Officer
Minimum Qualifications:
- Master’s degree in social science, international development, or a relevant field
- 8-10 years of experience designing, monitoring, and evaluating international programs, and/or conducting applied research on local governance systems including rigorous surveys, studies, and analyses.
- Knowledge of and/or experience with USAID results frameworks, M&E plans, and program evaluation including collaboration and learning.
- Demonstrated experience designing and conducting data quality assessments and data audits
- Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
- Extremely well organized and self-directed individual with sound technical skills, and analytical ability
Fluency in written and spoken English is required**Preferred Qualifications:**
Minimum 3 years’ experience working in a monitoring and evaluation expert role for USAID funded projects
Experience conducting knowledge management and dissemination activities on similar programs
Supervisory Requirements:
- Manages the MEL Officer
