Objective of Programme:
DAI is implementing the DFID-funded Promoting Inclusive Markets in Somalia Programme (PIMS). The programme addresses constraints to private sector development across the Regions of Somalia. Target value chains include livestock production, dairy, cash crops and fisheries. A second component of the programme complementing this is cash for work (CFW). The CFW component will contribute to providing/upgrading market infrastructure for the PIMS target market development sectors while maximizing job creation and cash injections into weak local economies. The programme is employing the Making Markets Work Better for the Poor (M4P) approach to market development.
Scope of Work:
The Market Systems Development Coordinator will work with the Director of Programmes with development and management of the implementation of the market development interventions and CFW sub-projects portfolios, and measuring and reporting results.
Duties and Responsibilities:
- Work with the MSD Director to ensure that the PIMS market development interventions in the target value chains are implemented in line with the log frame, and within the required timelines.
- Ensure the identification and design of market systems development (MSD) interventions in the target value chains and as relevant, the expansion of existing VC support,
- Provide technical direction and support the MSD field team and the technical staff of partners to ensure VC support implementation is in compliance with the market systems approach, to ensure PIMS targets are met.
- Support in the technical supervision of the field Market Systems Development/Sector Specialists and Intervention Officers;
- Facilitate networking and public-private dialogue to facilitate buy-in for interventions by both public
- and private sector actors;
- Contribute to MSD work planning;
- Initiate and identify the need for consultants for MSD activities and surge support;
- Support the field MSD/Sector Specialists and intervention officers to identify and work with market actors to work through, including the development of value propositions and deal notes with them;
- Establish dialogue and partnerships among local business services providers, lead firms, producer and trade associations and other relevant market actors to facilitate access to support services and to strengthen market linkages among them;
- Support investment promotion in target value chains as may be required;
- Work with the field MSD field team to monitor progress being made in the implementation of MSD activities – including progress made by market and supporting market actors (such as lead firms, producer groups, service providers, etc) engaged in delivering PIMS supported activities;
- Identify and coordinate the provision of training for entrepreneurs engaged in PIMS supported
- activities;
- Participate in the development of the PIMS work plans, specifically the MSD component work plans;
- Report on implementation progress, prepare regular impact stories and case studies
- Contribute to the preparation of the programme reports, such as quarterly and annual reports.
- Carry out other tasks, as required, to ensure the overall success of the programme;
Key Skills & Qualifications:
- Minimum of 7 years’ working at the cutting edge of enterprise development, business development and/or market development;
- Familiarity with DFID and DCED standards and guidelines on Market Systems Development;
- Experience working with MSMEs at a local level;
- Understanding of the M4P approach to market systems development would also be a strong advantage
- Training and mentoring skills and ability to train and provide technical support to staff and subcontractors
- Proven experience developing and managing networks of local organisations from the public, private and other sectors;
- Excellent communication, facilitation, presentation and report writing skills.
- Fluency in English (both written and oral) is essential; Somali language is an advantage
- Ability to work under pressure to tight deadlines on own initiative as well as a member of a team
- Ability to deal with people with tact and diplomacy
- Previous Somalia experiences relevant to the PIMS market development and CFW portfolio an advantage
Education:
Advanced Degree in Business Administration, applied economics or Finance or other related field or relevant primary degree and professional qualification preferred
Locations:
Based in Nairobi, Kenya with extensive travel to Somaliland, Puntland and South-Central Regions Somalia
