Objective of Programme:
DAI is implementing the DFID-funded Promoting Inclusive Markets in Somalia Programme (PIMS). The programme addresses constraints to private sector development across the Regions of Somalia. Target value chains include livestock production, dairy, cash crops and fisheries. A second component of the programme complementing this is cash for work (CFW). The CFW component will contribute to providing/upgrading market infrastructure for the PIMS target market development sectors while maximizing job creation and cash injections into weak local economies. The programme is employing the Making Markets Work Better for the Poor (M4P) approach to market development.
Scope of Work:
The Fisheries Intervention Officer in Puntland will work under the supervision of the Area Coordinator and technical direction of the MDS Coordinator. S/he will be responsible for the implementation of the market development interventions in Fisheries value chain, and measuring and reporting results.
Duties and Responsibilities:
- Contributions to designing fisheries market development interventions and baseline activities
- lead on preparing intervention work plans, including drafting estimated intervention budgets;
- Providing contextual advice and guidance on the identification, engagement, and selection of partners and contractors;
- Assisting in drawing up deal notes with lead firms and conducting due diligence;
- Monitor the implementation of market development interventions in the target value chains;
- Supporting investment promotion activities in target value chains as may be required
- Participation in and support to project coordination processes and the Programme Implementation Committee (PIC) as may be required;
- Liaison with project stakeholders and their institutions; facilitation of networking and public-private dialogue;
- Work in coordination with the Cash for Work (CfW) Manager and ensure maximum complementarity and synergies with Private and Public partners in CfW activities
- Assist general project monitoring and evaluation (M&E) team in their work;
- Any other assignment that the supervisor deems necessary for the success of the project or contribution to the work of DAI.

- Any other duties as assigned.
Key Skills & Qualifications:
- Minimum of 5 years’ working at the cutting edge of enterprise development, business development and/or market development in (Ocean) Fisheries sector;
- Previous experience working in Somalia, particularly in the private sector, markets development, and the fisheries sector;
- Strong local network of private sector, business leaders and development partners;
- Experience working with MSMEs, MFIs and value addition at a local level would be an advantage;
- Understanding of the M4P approach to market systems development a strong advantage
- Proven experience developing and managing networks of local organisations from the public and private sectors;
- Excellent communication skills, including strong presentation and facilitation skills;
- Fluency in English and Somali (both written and oral) is essential;
- Excellent drafting and report writing skills including impact monitoring and reporting;
- Good computer applications skills;
- Good organizational skills;
- Gender sensitive;
- Ability to work under pressure to tight deadlines on own initiative as well as a member of a team
Education: Primary Degree in a relevant field, preferably Fisheries or Agricultural Economics
Anticipated Start Date: June 1st 2016
Programme Implementation Duration: 12 months
Location: Place of work is Bosaso or Garowe, Puntland, with frequent (field) travel in the region and occasional international travel.
