Position Overview
The Agricultural Policy Specialist will support the Land Governance Team by providing technical support for Component 3: Improve the Enabling Environment. The objective of this component is to ensure equitable land market participation by building demand for and supply of land governance services (Sub-Component 3.1), focus on using digital land information systems to supply high-quality services to landholders (Sub-Component 3.2), and support the GOT in agricultural policy reform (Sub-Component 3.3). The Agricultural Policy Specialist will work specifically on Sub-Component 3.3 and provide technical support by leading inclusive public-private dialogues and planning processes in Khatlon and working through established platforms, such as the Public Private Dialogue (PPD) platform and the Investment Council on Investment Climate, to engage with public and private sector actors and CSOs as well as underrepresented groups, including farmers, women, and youth. The Agricultural Policy Specialist will use this feedback to support the Ministry of Agriculture (MOA) in Tajikistan in developing their 2020 and Beyond Agriculture Reform Programme and annual agricultural sector policy workplans.
Essential Duties
- Provide technical support in agricultural policy and public private dialogue by facilitating roundtables of ALG stakeholders, based on sound analysis identify opportunities for change, and working with the GOT/MOA to implement such changes in future governmental programming. This will involve doing economic and social impact analysis of new and existing, laws, rules or regulation dealing with the agricultural sector and other sectors that may impact the agricultural sector.
- Address sector-specific policy issues and build stakeholder capacity to draft, review, and implement reforms as a pathway to sustainability. Working closely with Component 3 legal staff, providing sound economic and social impact analysis of existing or proposed laws, rules and regulations.
- Coordinate all ALG policy efforts with other donors involved and other ALG components staff.
- Under the leadership of the COP, DCOP, and Land Governance Team Lead, contribute to workplan development, activity design, etc. to design and implement activities that address the constraints and objectives of ALG.
- Promote and support activities that facilitate and empower women-led activities and participation.
- Coordinate with MEL team to ensure quarterly and annual indicator reporting for Component 3 is completed in a timely manner.
- Coordinate with the Communications team and support ALG’s outreach and strategy by collecting success stories, photos, etc.
- Under the leadership of the Land Governance Team Lead, coordinate and facilitate relevant activities implemented by grantees, subcontractors, and consultants, as needed.

Level of Effort, Location and Reporting
This position is part-time with about 20 working hours per week. The engagement mechanism or contract will be decided based on the selected candidate. The Agricultural Policy Specialist reports to the Chief of Party and works closely with the Land Governance Team Lead. The position will be remote, with travel to Tajikistan required multiple times per year for a period of 1-3 weeks per trip, as needed.
Qualifications
- A Bachelor’s degree in Agricultural Economics, additional degrees in; Public Policy, Government, Laws or a related field and Master’s degree preferred.
- Minimum of 8 years of relevant work experience, with at least 5 years working experience in policy analysis and reform including economic impact analysis of propose legislation or regulations. In particular using data bases both National and International to support analysis process.
- Experience in agriculture policy and legislation, economic and trade policy, and policy advocacy, highly preferred. Ability/experience to perform econometric analysis.
- Sound knowledge of economics, statistics, facilitation, legislation and training required.
- Well-developed analytical writing skills, communications, and interpersonal skills.
- Proficiency with MS Office software.
- An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image.
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
- Excellent writing, speaking, and reading skills in English and Russian, required.
