Consultant/s - Climate Change Mitigation through Trade

Background:

The US Agency for International Development (USAID) has awarded DAI a seven-year contract to further the development of Pakistan’s trade sector by improving the trade enabling environment, supporting regional trade, and reducing the cost of trade and transit by improving customs facilitation. Through this initiative, Pakistan Regional Economic Integration Activity (PREIA), DAI endeavors to achieve this goal through provision of technical support to:

1. Build the capacity of the Government of Pakistan (GoP) to develop and implement reforms of policies, laws, and regulations that improve Pakistan’s trade enabling environment;
2. Support private sector and civil society’s engagement in trade related policy-making;
3. Support regional trade and transit facilitation by Customs to access regional markets; and
4. Support regional Business to business (B2B) / Business to Government (B2G) linkages for improved regional trade and economic connectivity.

PREIA is a key component of USAID Pakistan’s overall economic development program and supports the achievement of USAID/Pakistan’s Mission CDCS 2018–2023 DO3: Increased Private Sector-Led Inclusive Economic Growth, through IR 3.1: Business Enabling Environment Improved, and Sub-IR 3.1.3: Regional Integration Improved.

Summary of Primary Duties:

In the wake of growing global realization about the complex relationship between climate change and international trade, PREIA intends to support a scoping of the legal, regulatory, policy, global market and firm level trends emerging globally and in Pakistan. At the conclusion of this scoping analysis, PREIA aims to identify areas of technical assistance to the Government of Pakistan and the private sector to incorporate climate change mitigation as a key consideration with respect to trade policies, regulations, and corporate action.

Objective:

The main objective of this activity is to i) identify global legal and market trends driving trade policies to be more responsive to climate change management; ii) impact of these trends on global competitiveness and how countries, trading partners, and businesses reacting, if at all; iii) legal and regulatory framework in Pakistan impacting climate change mitigation through trade, investment and production; iv) current landscape in Pakistan of stakeholders and initiatives at the federal and provincial governments in Pakistan; the private sector; civil society and donor organizations engaged in promoting climate change mitigation through trade policy, regulations, investment promotion and corporate action; v) identification of areas of technical assistance to public and private sector to promote climate change mitigation objectives through policy, regulation and firm level action.

Outcome:

This activity will outline critical interventions that need to be undertaken at policy, implementation and firm levels after review of existing policies, available literature and consultations with major national stakeholders. The report is expected to identify areas for research support, advocacy, capacity building, public policy dialogue involving stakeholders from public and private sector.

Tasks (Performance Requirements):

PREIA seeks to hire the services of a consultant/s (i.e more than one consultant may submit a joint proposal) to develop a comprehensive research document succinctly describing global forces impacting trade policies and practices at global and national level to address climate change mitigation; the legal, regulatory and stakeholder framework in Pakistan in relation to climate change mitigation and trade policy and practices; and recommended areas of technical assistance to public and private sector to adopt climate change mitigation measures through policy and corporate action.

1. identify global legal and market trends driving trade policies to be more responsive to climate change management; ascertain impact of these trends on global competitiveness and describe how countries, trading partners, and businesses reacting;
2. identify legal and regulatory framework in Pakistan impacting climate change mitigation through trade, investment and production;
3. Describe the current landscape in Pakistan of stakeholders and initiatives at the federal and provincial governments; the private sector; civil society and donor organizations engaged in promoting climate change mitigation through trade policy, regulations, investment promotion and corporate action;
4. Identify of areas of technical assistance to public and private sector to promote climate change mitigation objectives through policy, regulation and firm level action.

Qualifications:

• Masters or higher degree in relevant field such as economics, public policy, management, climate change.
• Solid experience delivering technical assistance to public or private sector in the area of Climate change risk management and global trade;
• Knowledge of institutional mandates, policies and operations in relation to Climate Change in developing countries;
• Professional-level fluency in English;

Reporting:

The Consultant will report to the Chief of Party.

Logistics: This is a remote-based position. However, you must have work authorization in your location that does not require sponsorship from DAI/PREIA. Wherever possible, we work to try to find solutions for international hiring that work for both the organization and the candidate. This means that some of the particulars around the offer for this role will be dependent on several factors, and that the fee structure that apply to this consultancy services will ultimately be based upon the candidate’s location and where the role is hired.
