Background: DAI, an international consulting firm based in the United States, is currently accepting applications from candidates for a Grants Manager position to support the U.S. Agency for International Development (USAID) Office of Transitions Initiatives (OTI)-funded program. The USAID/OTI program will work with civil society, the Government, and other stakeholders to foster more participatory and inclusive reform.
Position: The Grants Manager will report to the Regional Program Manager, but will work closely with the program’s Program Development Officers. The Grants Manager will provide support during the entire activity life-cycle to include: review of activity budgets during program design; financial monitoring and financial report review for cost reimbursable grant instruments; and financial reconciliation during activity close-down.
Responsibilities: The Grants Manager will:
- Lead pre-award responsibility determinations.
· Work with Grants Assistant to develop and analyze budgets for allowability, allocability, reasonableness and consistency for proposed activities in coordination with the proposed local partners. Grants manager will work closely with the Regional Program Manager, Program Development Officers and the grantee on budget line items, quantity, and frequency/period of performance to be in line with activity design.
· Negotiate, justify, and seek Regional Program Manager approval for salary rates for local partner personnel and independent consultant agreements.
· Draft all grant agreements for signature by the Regional Program Manager or her designee and ensure that all associated documentation has been completed by the relevant parties.
· Co-lead activity kick-off meetings with the assigned Program Development Officer.
· Ensure that the subsequent grant agreements and associated paperwork accurately reflect approved activities. (Ensure that all grant activities are properly documented in in the grant files from the start of implementation to the grant close-down.)
· Work with the Grants Assistant to monitor the grant financials to ensure that grant expenditures are in accordance with the grant ceilings. Take proactive steps to ensure compliance and prepare activity modifications as required.
· Monitor the implementation of each activity, both through site visits and regular communication with grantees.
· Provide regular updates for staff on grant implementation Draft grant-related correspondence (letters of receipt, rejection letters, close-out letters etc.).
· Input information into and ensure accuracy of project Activity Database and DAI management systems.
· Other duties as assigned by the Regional Program Manager that are consistent with the overall focus of the assignment.
Qualifications:
· University degree in political science, business administration, or related field.
· Minimum of 7 years of professional experience.
· Relevant experience working in media, civil society, activism or government in a related role preferred.
· Strong computer skills (MS Office suite) required.
· English language fluency required.
· Must be legally able to work in Malaysia.
