Description
Background:
USAID Revenue Generation for Governance and Growth (RG3) project will build the capacity of targeted Government of Liberia (GOL) institutions, particularly the Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue Authority (LRA), to improve domestic revenue mobilization in Liberia. RG3 will support MFDP to develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the LRA to enhance its ability to effectively, efficiently, and transparently implement those policies and carry out its revenue collection mandate. Lastly, it will work with the GOL, private sector, and civil society to strengthen consultation, education, and engagement on taxes and their benefits with an aim to building tax morale, increasing voluntary compliance, and fostering greater trust between taxpayers and the government.
Purpose:
The Tax Policy Advisor will help implement RG3 activities under Objective 1, i.e. “Support the MFDP and LRA to Create a Predictable, Transparent, and Fair Policy Environment that is Conducive to Improved Revenue Mobilization”.
Responsibilities:
Help strike a balance between improving revenue performance and improving business environment by:
- Informing tax policy, tax administration and revenue forecasting
- Promoting revenue transparency
- Drafting laws and regulations, etc.
Key Tasks May Include:
- Inform Excise Tax Reforms in Liberia and develop excise tax regulations
- Inform the introduction of VAT, including producing policy briefs, revenue forecasts, etc.
- Facilitate revenue policy capacity building by conducting formal and on-the-job trainings as well as facilitating international study tours, etc.
- Conduct a comprehensive review of Liberia’s Revenue Code
- Work with the MFDP and LRA to prioritize and formulate action plans for policy reforms
- Lead revenue classification reforms
- Produce quarterly revenue performance reports and analytical articles
- Other tasks as requested by the RG3 Chief of Party
Qualifications:
- At least 5 years of demonstrated experience in tax policy and tax administration in developing countries;
Master’s in Public Administration, Economics or other relevant fields or 10 years of relevant experience;
Excellent writing skills, effective interpersonal skills, and strong leadership skills, results-oriented.
