Outline of the programme:
Financial Sector Deepening Zambia (FSD Zambia) is a financial sector deepening trust working with public and private sector actors to support the development of the Zambian financial market to serve more households, smallholder farmers, and micro and small enterprises. FSD Zambia works closely with the United Nations Capital Development Fund’s Mobile Money for the Poor (MM4P) program, which seeks to address the opportunities and challenges of implementing branchless banking and mobile money in challenging markets in Africa and Asia. MM4P’s long-term mission is to help low income and rural households increase their financial security through appropriate, affordable and secure means to receive, manage and save money through these “digital financial”.
Objective of the role:
The Senior Policy Advisor will lead work on policy and regulatory support and undertake the full range of activities related to the analysis, development, structuring, advocacy and implementation support of new policies, practices and regulations for digital finance in Zambia by supporting the Bank of Zambia (BoZ), Ministry of Finance (MoF), Zambian Information and communications, technology Authority (ZICTA) as well as other government entities interested in digital finance. The Senior Policy Advisor will act as FSDZ and MM4P’s primary policy advisor to the government of Zambia.
The strategic objectives at country level are to achieve: i) improved policy, legal and regulatory environment for digital financial services; ii) improved capacity of BoZ, MoF and other government entities to develop, implement, and oversee policies and regulation in regard to digital finance; iii) more inclusive payments infrastructure; iv) higher volumes of digitized payments to and from the government; and v) more and better education and information on digital financial services for households and individuals.
Desirable Qualifications and Experience
• A Master’s degree in related field
• Experience in financial services in Africa
• A minimum of 10 years of progressive work experience in project management related to policy and regulatory matters specifically relevant to financial inclusion and digital finance.
