Project Background:
The USAID Iraq Governance Performance and Accountability (IGPA) program seeks to increase employment through demand-driven private sector-led economic growth in Iraq, with a major focus on Ninewa Province. IGPA aims to work with private sector firms, with a focus on Ninewa Province, by providing targeted technical assistance to identify and overcome specific business access to finance constraints to make these firms investment-ready. The objective of this task order is to increase employment and economic opportunities by helping the private sector, including small and medium enterprises (SMEs) and, as appropriate, larger, developed businesses located in and near Ninewa province, attract investment. This activity will work with existing USAID funded programs, government institutions, and the private sector to promote increased competitiveness and investment opportunities for Iraqi businesses.
Role’s Purpose:
The Finance & Accounting Officer will work closely with the IGPA finance team and play a pivotal role in assuring adherence to financial policies, project policies and procedures, regulations, controls, and reporting systems. The Accountant will provide accounting and financial analysis support to the project office and will ensure submission of financial reports based on internal deadlines. This position will ensure compliance of all accounting and financial reporting functions.
Responsibilities and Key Tasks:
· Prepares vendor and payroll tax forms and ensures these are submitted in a timely manner
· Prepares and submits monthly reconciliation reports for review
· Monitors and reports on partner/vendor payment schedules and obligations
· Assists in preparing information for any contractual financial reporting requirements (if applicable)
· Conducts daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with DAI’s regulations
· Ensures backup documentation is uploaded to relevant system according to set deadlines
· Ensures that accounting policies and practices are carried out in accordance with the Iraq Tax Code and project internal controls are established and implemented in accordance with DAI policies, USAID rules/regulations and the terms of the contract
· Initiates wire requests for field project implementation by submitting weekly expense projections to Baghdad Finance office.
· Verifies vendor invoices for accuracy
· Verifies accuracy of expenses, and project accounting codes
· Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments
· Performs monthly bank reconciliations and routinely monitors bank account balances
· Compiles backup documentation for all project related transactions, ensures completeness and appropriate review and approvals are documented, marks payment requests as “paid,” and uploads the backup documents in DAI archiving systems.
· Responsible for maintaining file management systems for soft and hard copy documentation
· Ensures that the taxes paid, tracked, recorded, and reported to Iraq tax authorities and USAID
Requirements:
- Bachelor’s degree in Accounting, Finance, Business, or a related field.
At least 7 years of relevant experience and progressive responsibility in finance and accounting, office administration, and/or project operations
Experience working on USAID funded projects is preferred
Willingness to travel to Ninewa Province and elsewhere in northern Iraq required.
Experience with enterprise accounting software, and Microsoft office suite
Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
Strong written and spoken English and Arabic required.
Must have legal right to work in Iraq.
Location and Reporting:
The Finance & Accounting Officer will be based in Erbil, Iraq and will report to the Task Order Team Lead.
